HELPRINGHAM PARISH COUNCIL

Minutes of the Meeting held by Zoom at 7pm on Wednesday 20th May 2020

Present:

Councillors Geoff Hotchkin, Julie Frizzell, George Frizzell, Robert Spencer, Malcolm Ternouth, Stuart Ogden, Sally Tarry and William Watts. Mark Robinson for Item 12 onwards. No members of the public attended the Zoom video call

1.0 WELCOME The Chairman welcomed Councillors and District Councillors to the meeting. The Chairman thanked Councillor Watts for taking notes in the absence of a Clerk.

2.0 APOLOGIES No apologies were received

3.0 DECLARATIONS OF INTEREST. No declarations of interest were declared at this point.

4.0 SIGNING OF MINUTES FROM PREVIOUS MEETING. Proposed by Councillor Spencer, seconded by Councillor G Frizzell

5.0 DISTRICT COUNCIL NEWS

5.1 Councillor Tarry explained that many at NKDC are currently working from home and checked that Helpringham Parish Council was receiving the regular parish Council updates.

5.2 Councillor Ogden revealed that the Red Arrows are staying in Lincolnshire

6.0 PLANNING MATTERS

6.1 No objections to a change of windows at Walnut tree Farm, North Drove, Helpringham.

7.0 MATTERS ARISING FROM MINUTES - Nil

Councillor Julie Frizzell thanked the District councillors for their support in recent weeks. District Councillors then left the meeting

8.0 FINANCE

8.1 The Precept has been received.

8.2 Cheques for signing:

S Bassett (Memorial bench) £792

Black Sluice IDB £2.82

P Haynes (Grass cutting up to 9/4/2020) £550

8.3 The clerk’s salary payments were discussed

Councillor Hotchkin thanked Councillor Frizzell for her work filling the void left following the resignation of the clerk

9.0 CEMETERY MATTERS

9.1 Councillor George Frizzell reported that there has been 1 internment.

9.2 There has been a request to sell a burial plot back to Helpringham Parish council. In line with other Parish councils it was unanimously agreed to sell back at 50% of the original purchase price.

9.3 The seat from the green (replaced by the Memorial bench) has been re located in the Hale road cemetery.

9.4 Councillor Frizzell expressed his thanks to Mr. Horry for his help cutting a hedge in the cemetery. This was echoed by all councillors.

9.5 P Haynes has given up the Grass cutting contract due to ill health. Following a discussion exploring the different options it was unanimously agreed that if a contractor could not be found to take on the grass cutting at a similar rate the parish council would look into purchasing a small to medium sized mower for £400 to £500 which would fit between the headstones in the cemetery in order to prevent things getting out of control.

9.6 Smith of Derby will reschedule their visit to the Church clock when appropriate

9.7 Councillor G. Frizzell has updated the website including posting the advert for clerk. Public liability insurance is due for renewal at the end of the month.

10.0 HIGHWAYS

10.1 Councillor Hotchkin expressed concern that the potholes on Scredington and Burton roads were forcing people into the middle of the road making it difficult when 2 cars met. It was also noted that the potholes are dangerous for cyclists and there are more cyclists using the roads.

10.2 The B1394 was closed in Thorpe Latimer today because Anglian Water were repairing a leak.

10.3 Councillor J Frizzell would again write to Highways expressing the council’s grave concerns over the standard of the roads, particularly given the significant increase in cyclists and walkers.

11.0 PRINTER

11.1 It was confirmed that the Parish council printer is in good working order

12.0 MATTERS AFFFECTING VILLAGE

12.1 Councillor Hotchkin thanked Councillor Robinson for installing the Memorial bench, Councillor Julie Frizzell pointed out that there had been 2500 “engagements” on Facebook regarding the Bench.

12.2 Community Speed Awareness is suspended at present.

12.3 Litter picking- Councillor Ternouth has been collecting litter as part of his daily exercise and will organise a litter pick if/ when required.

Councillor Robinson joined the virtual meeting.

13.0 CORRESPONDENCE

13.1 Confirmation that auditor able to audit accounts as soon as required

14.0 RECRUITMENT OF PARISH CLERK

14.1 Advert is on Helpringham Parish council website, has yet to go live on the LALC website but will not appear in the village newsletter as that is not running at present.
