HELPRINGHAM PARISH COUNCIL
Approved Minutes of the Meeting held on Thursday 15th December 2022
PRESENT
Councillors Geoff Hotchkin (Chairman), George Frizzell, Julie Frizzell, Malcolm Ternouth, William Watts, Robert Spencer and Parish Clerk Julie Dixon.
PUBLIC SPEAKING TIME
There were no members of the public present.
1.0 WELCOME REMARKS BY CHAIRMAN
The Chairman welcomed the Councillors to the meeting and thanked them for their attendance.
2.0 APOLOGIES FOR ABSENCE
No apologies were received.
3.0 SIGNING OF THE MINUTES
It was resolved to adopt the minutes of the meeting of 16th November as a true and correct record.
4.0 MATTERS ARISING FROM THE MINUTES
There were no matters arising from the minutes.
5.0 DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS
There were no declarations of pecuniary interest.
6.0 REPORT FROM DISTRICT COUNCILLORS
There were no District Councillors present.
7.0 PLANNING APPLICATIONS
7.1 Application Reference: 22/1619/Hous was discussed and no objections raised, therefore it was resolved to support the application.
7.2 Application Reference: 22/1681/Varcon was discussed and no objections raised, therefore it was resolved to support the application.
7.3 Application Reference: 22/1565/Varcon was discussed and no objections raised, therefore it was resolved to support the application.
8.0 FINANCE
8.1 The financial report and bank reconciliation presented by the Clerk were accepted.
8.2 The following payments were approved.

8.3 The precept was discussed and set at an increase of £500 at £14,250.00 .
9.0 CEMETERY MATTERS AND CONSERVATION AREA
Cllr George Frizzell gave the Cemetery and Conservation area report;
9.1 There have not been any interments, all memorials have now been paid for.
All mole his have now been levelled.
10.0 CHURCH CLOCK AND PARISH COUNCIL WEBSITE

10.1 The Church is running around 7 minutes fast at the present time.
10.2 The Parish Council website is up to date.
11.0 HIGHWAYS.
11.1 It has been noted that the verge at the side of the Station Road footpath is extremely soft and getting cut up by traffic. This is a shame as the footpath itself is excellent but mud is now spreading onto the path, therefore spoiling the walking area.
12.0 MATTERS AFFECTING THE VILLAGE / CORRESPONDENCE
12.1 There were no further matters affecting the village to discuss.
12.2 The Parish Council would like to wish all members of the Parish of Helpringham a very Happy Christmas and a Prosperous New Year.
13.0 The next meeting will take place on Wednesday 8th February 2023 in Helpringham Memorial Hall commencing at 7:30pm.
