HELPRINGHAM PARISH COUNCIL

Appreoved Minutes of the Meeting held on Wednesday 13th July 2022

PRESENT

Councillors Geoff Hotchkin (Chairman), Julie Frizzell, George Frizzell and Robert Spencer.   Parish Clerk Julie Dixon and Mark Robinson joined the meeting at 7:50pm.

PUBLIC SPEAKING TIME

There were no members of the public present

1.0        WELCOME REMARKS BY CHAIRMAN

The Chairman welcomed the Councillors to the meeting and  thanked them for their attendance.

2.0        APOLOGIES FOR ABSENCE

Apologies were received from County Councillor Andrew Key, District Councillor Sally Tarry, District Councillor Stewart Ogden and Councillor’s William Watts and Malcolm Ternouth.

3.0        SIGNING OF THE MINUTES

It was resolved to adopt the minutes of the meeting of 8th June 2022 as a true and correct record.

 4.0       MATTERS ARISING FROM THE MINUTES

There was just one matter arising from the minutes in that the painting of the War Memorial railings is as yet incomplete, however the Parish Council has been assured that this will be finished by Saturday16th July, the cheque issued at the meeting in June is still being held by Cllr Julie Frizzell until completion of the project.

 5.0       DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS 

There were no declarations of pecuniary interest .

6.0 REPORT FROM DISTRICT COUNCILLORS

There were no District Councillors in attendance, however it was discussed that we should correspond with the District Council regarding the timing of planning applications. On some occasions the deadline for comment is prior to the next Parish Council meeting and therefore it is not possible to have a proper discussion.

7.0         PLANNING APPLICATIONS 

              7.1 : Application reference 21/1813/FUL

 Proposal: Revised plans for the erection of three dwellings instead of four, including hard and soft landscaping.

              Location: 25 Station Road, Helpringham.

This item was discussed by email due to the fact that the deadline for comment was 4th July; some 9 days prior to the Parish Council meeting.

8.0         FINANCE

8.1 The financial report and bank reconciliation presented by the Clerk were accepted.

8.2 It was discussed that with the cost of fuel hitting an unprecedented high, it would be a nice gesture to give an ex gratia payment of £200.00 to Chris Pell of CJP Garden Services at the next meeting in August. This motion was proposed by Cllr George Frizzell and seconded by Cllr Mark Robinson.

8.3 The following payments were approved.

9.0         CEMETERY MATTERS AND CONSERVATION AREA

9.1 The Clerk has been informed that work will commence on the plinths for the new benches week commencing 18th July.

9.2 During the last month there has been 1 Interment of Ashes, and there are 4 memorials ongoing.

As ever, the cemetery and the village as a whole are looking extremely tidy, thanks to CJP Garden Services.

10.0       CHURCH CLOCK AND PARISH COUNCIL WEBSITE

10.1 There is a problem with the chimes of the church clock meaning that they are ringing random times instead of the usual hour of the day. Cllr George Frizzell is going to contact Smith’s of Derby who are the contractors who service the clock.

               10.2 The website is up to date running well.

11.0       HIGHWAYS.

11.1 The ongoing concern of pot holes was again discussed and it was advised that everyone should report them on  “Fix my street ”as this is the only way that they will be repaired.

11.2 The railings on the red bridge on the road from Helpringham to Little Hale have been reported on “Fix My Street” and County Councillor Andrew Key has also been proactive on this matter.

11.3 There has finally been some movement regarding the Station Road footpath. Members from NKDC have been out measuring etc and spoke with Cllr George Frizzell advising that this will be going ahead in September when the road will be closed for two weeks with access only allowed. The exact dates will be notified closer to the time.

The Parish Council wishes to extend Thanks to County Councillor Andrew Key for being persistent on this matter on its behalf.

12.0       MATTERS AFFECTING THE VILLAGE / CORRESPONDENCE

12.1  Helpringham Feast was discussed and the request from a member of the parish for the  Parish Council to donate the cost of the insurance as per other years was unanimously accepted and resolved.

12.2  A letter of thanks has been received from Helpringham playing field for the grant  given.

              12.3 Cemetery wall and railings

It has been noted that the wall and railings of the cemetery opposite the church are   falling into disrepair, as such Cllr Mark Robinson is going to view the work necessary and quote for the work.

The Parish Council will require two quotes, therefore if there are any other builders within the village that would be willing to quote, please contact the Clerk in the first instance.

12.4 Parish Council Noticeboard

The Parish Council noticeboard is also in need of refurbishment; once again Cllr Mark Robinson will quote but again if there is anyone else that would be willing to quote, please contact the Clerk in the first instance.

13.0       MATTERS OF URGENCY /ANY OTHER BUSINESS

13.1 An email of gratitude has been received from the SLK owners club, who held their annual rally on the Green and had a great show of cars and a wonderful day for it.

13.2 An email has been received from a member of the Parish showing concern over an over hanging tree on the footpath on the entrance to the village hall driveway. Cllr Mark Robinson advised that he will be removing the said tree on Thursday 14th July. Thanks were given to Cllr Robinson.

14.         DATE OF THE NEXT MEETING

The next meeting will take place on Wednesday  10th August 2022 in Helpringham Village Memorial Hall commencing at 7:30pm.

The meeting closed at 8:20pm.
