HELPRINGHAM PARISH COUNCIL
Draft Minutes of the Meeting held on Wednesday 14th June 2023
PRESENT
Councillors Geoff Hotchkin (Chairman), George Frizzell, Julie Frizzell, Robert Spencer and Chris Taylor. District Councillor Russell Jackson and Parish Clerk Julie Dixon.
PUBLIC SPEAKING TIME
There were no members of the Public present.
1.0 WELCOME REMARKS BY CHAIRMAN
The Chairman welcomed the Councillors and thanked them for their attendance also welcoming District Councillor Russell Jackson to his first meeting at Helpringham.
2.0 APOLOGIES FOR ABSENCE
Apologies were received from Cllr William Watts and County Councillor Andrew Key.
3.0 SIGNING OF THE MINUTES
It was resolved to adopt the minutes of the meeting of 12th April 2023 as a true and correct record.
4.0 MATTERS ARISING FROM THE MINUTES
Cllr Julie Frizzell asked that Lincolnshire County Council Highways department be thanked following on from the complaint in the minutes regarding the sides of the road on the Station Road footpath. Bollards are now in situ to prevent cars from churning up the roadside.
5.0 DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS
There were no declarations of pecuniary interest.
6.0 REPORT FROM DISTRICT COUNCILLORS
District Councillor Russell Jacksons report is attached to these minutes.
7.0 PLANNING APPLICATIONS
7.1 There were no planning applications to discuss.
8.0 FINANCE
8.1 The financial report and bank reconciliation presented by the Clerk were accepted. The Clerk informed the Councillors that a VAT reclaim of £1441.10 has been requested.
8.2 The Internal Auditors report was accepted; proposed by Cllr C. Taylor and seconded by Cllr Julie Frizzell.
8.3 The Annual Governance Statement was approved; proposed by Cllr J. Frizzell and seconded by Cllr C. Taylor.
8.4 The statement of accounts was approved; proposed by Cllr Julie Frizzell and seconded by Cllr G. Frizzell.
8.5 Authority was given to the Chairman to sign the Certificate of exemption.
8.6 The notice of commencement for the exercise of public rights is given and shall run from 26th June 2023 for 30 consecutive working days.
8.7 The following payments were approved.

9.0 CEMETERY MATTERS AND CONSERVATION AREA
Cllr George Frizzell gave the Cemetery and Conservation area report;
9.1 There have been no interments and just one ongoing memorial request.
9.2 The conservation area is looking a little overgrown and Cllr G. Frizzell will ask CJP Garden Services to give it a tidy over.
10.0 CHURCH CLOCK AND PARISH COUNCIL WEBSITE

10.1 The Church clock is running approximately 2 minutes fast.
10.2 The Parish Council website is up to date, including information on the road closures; the HIVE club which is now running in St Andrew’s Church and the Speed sign statistics.
11.0 HIGHWAYS.
11.1 The report from the three speed cameras within the village will be uploaded onto the website and a report is to be sent to the Road Safety Partnership by Cllr G. Frizzell.
11.2 The state of the road on South Drove was discussed at length. The Clerk had asked District Cllr Russell Jackson and County Cllr Andrew Key to take a look; In some parts there are deep pot holes and the road is subsiding proving a danger to the general public and vehicles. Both Cllrs have been active on this matter and for that we thank them. It was resolved to request a formal site visit with LCC Highways.
12.0 MATTERS AFFECTING THE VILLAGE / CORRESPONDENCE
Two separate emails have been received, both regarding trees in the old cemetery. Both were discussed but as has been advised in the past, the trees do not belong to the Parish Council and are therefore the responsibility of the Church
13.0 The next meeting will take place on Wednesday 12th July 2023 in Helpringham Memorial Hall and will commence at 7:30pm
