HELPRINGHAM PARISH COUNCIL

Approved Minutes of the Meeting held on Wednesday 16 November 2022

PRESENT

Councillors Geoff Hotchkin (Chairman), George Frizzell, Julie Frizzell, Malcolm Ternouth, William Watts, Mark Robinson and Parish Clerk Julie Dixon.

PUBLIC SPEAKING TIME

There were no members of the public present.

1.0        WELCOME REMARKS BY CHAIRMAN

The Chairman welcomed the Councillors to the meeting and thanked them for their attendance.

2.0        APOLOGIES FOR ABSENCE

Apologies were received from District Councillor Sally Tarry, County Councillor Andrew Key and Councillor Robert Spencer.

3.0        SIGNING OF THE MINUTES

It was resolved to adopt the minutes of the meeting of 10th October 2022 as a true and correct record.

 4.0       MATTERS ARISING FROM THE MINUTES

There were no matters arising from the minutes.

 5.0       DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS 

There were no declarations of pecuniary interest.

6.0        REPORT FROM DISTRICT COUNCILLORS 

There were no District Councillors present.

7.0         PLANNING APPLICATIONS 

There were no applications to discuss.

8.0         FINANCE

8.1 The financial report and bank reconciliation presented by the Clerk were accepted.

8.2The following payments were approved.

8.3  Last year CJP Garden Services were awarded a two year contract that will become renewable in November 2023.

8.4 The budget for the coming year was discussed;

Outgoings to 14/11/2022 = £11903.83 with at least one more grass cut expected, maybe   two, dependent on the weather. As soon as the poles have been erected for the speed indicators, there will be a purchase of three speed indicators at a cost of £7500.00.

Income to date including the precept is £16896.50

Balance at the Bank currently stands at £15687.44 (as at 18/10/2022)    

9.0         CEMETERY MATTERS AND CONSERVATION AREA

Cllr George Frizzell gave the Cemetery and Conservation area report;

9.1 There has been 1 interment, 2 memorial requests to be erected and 2 Exclusive rights of Burial.

9.2 Councillor George Frizzell reminded Councillor Mark Robinson, that the bench at the conservation area is still awaiting securing down.

10.0       CHURCH CLOCK AND PARISH COUNCIL WEBSITE

10.1 The Church is running true to time; Councillor Geoff Hotchkin extended his thanks to Councillor Frizzell for the accuracy of the time for remembrance Sunday.

10.2 The Parish Council website is up to date.

11.0      HIGHWAYS.

11.1 The works on Burton Road are due to be completed on 17/11/2022 and it appears that a splendid job has been achieved.

The Parish Council would like to extend sincere thanks to Lincolnshire County Council Highways department, especially Councillor Davies, Rowan Smith and County Councillor Andrew Key for supporting the tireless efforts of the Parish Council over several years to have these works and the new footpath completed.

12.0       MATTERS AFFECTING THE VILLAGE / CORRESPONDENCE

12.1  Cllr George Frizzell reported that the first tranche of the FTTP (Fibre to the Property) broadband project has been approved, however, it is not yet known how long this will take to activate.

12.2 There will be three digital speed indicators purchased in the near future, as resolved  at the October meeting, however, these will not be purchased until the poles have been erected due to guarantees beginning from the date of purchase and not the date of erection.

12.3 Chairman Councillor Geoff Hotchkin attended the AGM of HAVCS and reported that the main concerns are the cost of fuel and whether they will be able to pay an increase in mileage costs.

12.4 A lively discussion took place regarding the proposed reservoir with many concerns being raised. It was resolved that the Parish Council should remain neutral but individuals should voice their views individually before the end of the first consultation period.

13.0       The next meeting will take place on Thursday 15th December 2022 in Helpringham Memorial Hall commencing at 7:30pm.
