HELPRINGHAM PARISH COUNCIL
Minutes of the Meeting held by Zoom at 7pm on Wednesday 10th June 2020
Present:
Councillors Geoff Hotchkin, Julie Frizzell, George Frizzell, Robert Spencer, Malcolm Ternouth, Mark Robinson, Stuart Ogden, Sally Tarry and William Watts. Carol Mackenzie, Auditor, joined the call. No members of the public attended the Zoom video call
1.0 WELCOME The Chairman welcomed Councillors and District Councillors to the meeting. The Chairman thanked Councillor Watts for taking notes in the absence of a Clerk. He then thanked all Councillors for their support during recent months, when all had pulled together to ensure the village appearance was superb (specifically thanking Councillors who had done the grass cutting) and the administration to keep the Council functioning in the absence of a Clerk.

5.0 DISTRICT COUNCILLORS REPORT
Sally Tarry explained that majority of NKDC are still working from home and that NKDC supports reopening where possible
6.0 PLANNING MATTERS
No applications
District councillors left the meeting
7.0 MATTERS ARISING FROM MINUTES
None
8.0 FINANCE
8.1 Financial report presented by Vice chairman
8.2 The bank reconciliation was accepted
8.3 Financial planning has been difficult in these strange times, projection is within £200 of precept. Quarterly financial reports, projections and performances will be presented to the Council by the Vice Chairman.
8.4 Payments approved:
R Crawford - Lawnmower -£360.00
T J Bookkeeping - Payslips - Jan - May +P45 -£30.00
Came and Company Insurance-£739.45
Carol Mackenzie - Internal Audit -£180.00
8.5 Annual Audit:
Internal auditor’s report was approved
Annual governance statements were approved
Statement of accounts was approved
Authorisation for Chairman to sign Annual Return was approved
Annual Certificate of exemption was approved
The Chairman thanked Carol Mackenzie for carrying out the audit and also those volunteers who have been doing the grass cutting which will lead to a saving in this financial year.
The Vice chairman will continue to oversee the finances in conjunction with the new clerk going forward
9.0 CEMETERY
9.1 No interments
Paperwork has been prepared for a Deed of Surrender for Miss Beverley Johnson. A refund of £35 will be made. This plot will then become available again
9.2 Thank you to Phil Bird for carrying out weeding and general tidying of Kerbed memorials in cemetery
9.3 Approval was given to order 2T of basic pebble/ gravel to help suppress weeds and general tidiness of kerbed cemetery memorials.
9.4 CJP Garden services has expressed an interest in the village grass cutting.
10.0 HIGHWAYS
Council to keep pressing Highways and District Councillor B. Young over general poor condition of roads.
Some pot hole maintenance has taken place on Helpringham fen
11.0 PRINTER
Council is looking into printer payments
12.0 MATTERS AFFECTING VILLAGE
Community speed awareness will resume when able to be carried out safely due to social distancing
Councillor Ternouth has been Litter picking in and around the village where necessary
13.0 CORRESPONDENCE
Viking Link- Councillor Hotchkin has volunteered to attend
14.0 APPOINTMENT OF NEW CLERK
Councillor Watts left the meeting
The Council went into closed session to discuss, and subsequently confirm, the appointment of a Parish Clerk.
15.0 MATTERS OF URGENCY
None
16.0 NEXT MEETING
Wednesday 8th July 2020, in person in the Memorial Hall if possible, if not, Zoom has been booked.
