HELPRINGHAM PARISH COUNCIL

Aproved minutes of the Meeting held on Wednesday 9th February 2022

PRESENT

Councillors Geoff Hotchkin (Chairman), Julie  Frizzell (Vice Chairman), George Frizzell and William Watts.  Parish Clerk Julie Dixon, District Councillor Sally Tarry and County Cllr Andrew Key.

There were no members of the public present

             

1.0        WELCOME REMARKS BY CHAIRMAN

The Chairman welcomed the Councillors to the meeting and  thanked them for their attendance. The Chairman also gave Thanks to the members of the Parish Council for their condolences and support at what has been a sad time after the passing of his wife Shirley.

2.0        APOLOGIES FOR ABSENCE

Apologies were received from District Councillor Stewart Ogden and Councillor Malcolm Ternouth.

3.0        SIGNING OF THE MINUTES

It was resolved to adopt the minutes of the meeting of 12th January 2022 as a true and correct record.

4.0       MATTERS ARISING FROM THE MINUTES

There were no matters arising from the minutes,

5.0       DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS 

There were no declarations of pecuniary interest.

6.0       REPORT FROM DISTRICT COUNCILLORS

District Councillor Sally Tarry advised that the Council Tax amount for 2022 / 2023 should be announced at the beginning of March.

The Community Champions funding is now open for applications for which any village organisation can apply. More details are available on the Parish Council Website.

There is to be an increase in the cost of the Garden waste bins. Chairman Geoff Hotchkin asked the question as to is the garden waste recycled and if so where does the money go  to? Councillor Tarry advised that she would ask the question

Councillor Andrew Key made comment to the fabulous job the refuse collectors did throughout the pandemic and this was reiterated by the Parish Council.

7.0        PLANNING APPLICATIONS 

              7.1 Application reference: 22/0053/HOUS,

     Proposal : Single storey kitchen extension and demolition of existing store.

                     Location:  14 High Street, Helpringham

The application was discussed and no objections were raised therefore it was resolved to support the application.

8.0         FINANCE

8.1 The financial report and bank reconciliation presented by the Clerk were accepted..

8.2  Grant funding for the forthcoming year was discussed and as yet only one application has been received from Helpringham Lunch Club. Councillor Julie Frizzell proposed the application for £500.00 for a plate warmer and £500.00 towards the running costs of the club. This was seconded by Councillor William Watts. 

THERE IS STILL TIME TO APPLY. If you would like to apply for a grant for your community club, please contact the Clerk for an application form.

8.3 It was resolved to ask Carol Mackenzie to be the auditor in preparation for the 2022 Annual Governance and Accountability Return (AGAR).

8.4 The following payments were approved at the meeting.

9.0         CEMETERY MATTERS AND CONSERVATION AREA

9.1 Councillor George Frizzell reported that there are no interments this month. There are two memorial applications ongoing and two exclusive rights of burial.

9.2 The benches for the Cemetery and the Conservation area around the pond have been received and the Parish Council are awaiting a price for the plinth and fitting from the contractor. The bulbs planted by Chris Pell should soon start to appear.

10.0       CHURCH CLOCK AND PARISH COUNCIL WEBSITE

10.1 The Church clock is running approximately to time.

10.2 The website is up to date running well.

11.0       HIGHWAYS.

11.1 The starting date for the  Station Road footpath is proposed for 14th March however the Parish Council is yet to receive official notification of this.

11.2 County Councillor Andrew Key, Parish Council Chairman Geoff Hotchkin and Councillor George Frizzell have a meeting with Rowan Smith from North Kesteven County Council on Tuesday 22nd February to discuss the state of the roads and the possibility of the erection of village gates.

12.0       MATTERS AFFECTING THE VILLAGE / CORRESPONDENCE

              12.1 The Queens Platinum Jubilee celebrations were discussed and it was resolved to contact the Village Hall and the Lunch club to see if they are proposing any celebrations which the Parish                          Council could contribute to.

              12.2 Correspondence has been received from Sean Marks on behalf of the Mercedes Benz SLK owners club who would like to use the village green for their meeting on Saturday 9th  July for a show                of member vehicles. It was resolved to accept the application.

13.0       MATTERS OF URGENCY /ANY OTHER BUSINESS

              There was no matters of urgency or any other business.

14.         DATE OF THE NEXT MEETING

The next meeting will take place on Wednesday  9th March 2022 in Helpringham Village Memorial Hall at 19:30 Hours.
