HELPRINGHAM PARISH COUNCIL

Minutes of the Meeting held by Zoom at 7.30pm on Wednesday 11 November 2020

PRESENT:

Councillors Geoff Hotchkin, Julie Frizzell, Mark Robinson, George Frizzell, Malcolm Ternouth, Robert Spencer and William Watts. Parish Clerk Julie Dixon and  District Councillor Sally Tarry.

There were no members of the public in attendance. 

1.0  WELCOME REMARKS BY CHAIRMAN

The Chairman welcomed everybody to the meeting and thanked them for their attendance.

2.0    APOLOGIES FOR ABSENCE

Apologies were received from Cllr Ogden.

3.0 SIGNING OF THE MINUTES

It was resolved to adopt the minutes of the meeting of 14 October 2020 as a true and correct record.

4.0 MATTERS ARISING FROM THE MINUTES

There were no matters arising from the minutes that were not to be further discussed on the Agenda.

5.0 DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS 

Cllrs Robinson and Spencer declared an interest in item 7.2, outline planning for a development of up to 5 houses at 16 Shepherds Lane Helpringham.

6.0 REPORT FROM DISTRICT COUNCILLORS

Cllr Sally Tarry, advised upon request from Cllr J. Frizzell that she will look into a deposit of £192.00 that has been received from NKDC.

7.0    PLANNING APPLICATIONS

7.1          Notice of Public Consultation - Draft Tree Strategy (received after the Agenda was written but requires correspondence by 03/12/2020 therefore prior to the next meeting). It was resolved that this item is on the Parish Council website: https://helpringham.parish.lincolnshire.co.uk should anyone wish to make comment.

Notification of Receipt of Planning Application

Planning Application Reference: 20/1385/OUT

Proposal: Proposed demolition of existing bungalow, replacement dwelling & erection of 5 new dwellings with detached double garages & associated works (outline with all matters reserved).

Location: 16 Shepherds Lane Helpringham Sleaford Lincolnshire NG34 0RU

The Application was discussed at some length, with Councillors having concerns regarding the access road and the fact that the lane is not suitably wide enough for the passing of two vehicles, or for large vehicles. It was resolved to have a site meeting on Thursday 12 November 2020, to discuss vehicular access and familiarise with the layout of the site. Cllr M. Ternouth will then draft comments for NKDC.

 

8.0    FINANCE

 

8.1 The financial report presented by the Vice Chairman was accepted.

8.2 The bank reconciliation was accepted.

8.3 The year to date financial report was accepted.

8.6 To discuss CIL report (Community Infrastructure Levy)

It was discussed that an amount of £738.00 was received by the Parish Council in October 2019 from NKDC in relation to the CIL. This money is received in respect of new developments and must be spent on community facilities. It was resolved that the money had been used to purchase the commemorative bench on the green at a cost of £660.00 (Ex VAT) therefore there will be an amount of £78.00 to carry forward.

The report is due to returned to NKDC and published on the Parish Council Website by 31 December 2020.

8.7 The Clerks overtime and October wages were approved.

9.0    CEMETERY MATTERS

9.1         No interments.

9.2          Two memorials have been erected.

9.3          Permission has been given for a further memorial to be erected..

9.4          It has not been possible to carry out the final cut of the grass of the season due to the wet weather.

10.0 HIGHWAYS

The ongoing problem of the pot holes on Burton Road was again discussed at length. A survey has been carried out regarding the bus usage along the route following correspondence received on 04 November 2020 from Rowan Smith, Cllr J Frizzell  will chase.

11.0 MATTERS AFFECTING THE VILLAGE/CORRESPONDENCE

11.1       Grass Cutting – maintenance tender for 2021.It was reported that so far only one sealed tender has been received.

11.2       Update on Church Clock

Cllr G. Frizzell reported that following the last meeting when we were advised that the Church Tower had been deemed unsafe by an on-site contractor and the church warden advised no access to the clock was possible until a visit was undertaken by the churches own architect; there has since been a visit from the Architect who has advised that it is safe to visit and work on the pendulum of the clock.  Cllr Frizzell has therefore completed two adjustments to date and the clock appears to be running true.

11.3       The Playing Field – Request for a grant towards grass cutting

This was noted and will be discussed at the next meeting

11.4        Letter from parishioner regarding access to driveway on High Street

It was noted that the Parish Council have responded to the parishioner offering advice as this is not a Parish Council issue.

11.5       Letter from parishioner regarding Wheelwright’s Lane.

It was resolved that in the view of the Parish Council, a ‘Not suitable for heavy goods’ sign is not appropriate.

11.6       NKDC Tree Strategy – Any Comments

This was dealt with in Planning at 7.1.

11.7       Road Closure at Thorpe Latimer

There will be a road closure between Thorpe Latimer and Swaton between 30/11/2020 and 04/12/2020, further information can be found on the Parish Council Website

12.0  NEW PARISH WEBSITE . 

Cllr G. Frizzell reported that the new Website is going well and everything is on there for the community to see, it is updated regularly.

13.0  MATTERS OF URGENCY

13.1       Cllr M Ternouth queried what had happened to the paper or electronic versions of the electoral register councillors had been offered by the previous clerk. Current clerk to investigate..

13.2       Cllr M.Robinson and Cllr R. Spencer raised issues regarding parishioners placing large stones on their frontage, meaning that cars have to cut up the grass on the other side of the road. It was asked if they could provide the addresses of the houses for the clerk to contact The Highways Department.

13.3       The Chairman wishes to express the sincere thanks of the Parish Council to Mr Steven Talton, for the wonderful job of cleaning and preparing the Cenotaph for the public to pay their private respects. It was remarked what a splendid job had been achieved, however it was discussed that the railings need painting and agreed that S137 or CIL money would be used to fund this. Cllr G. Frizzell agreed to action.

14.0   Date of Next Meeting.

The next meeting will take place on Wednesday 9 December 2020 via Zoom.   It was noted that following Government guidance, it was likely that all meetings for the foreseeable future would be via Zoom. Cllr J. Frizzell will send out the link by email.
