HELPRINGHAM PARISH COUNCIL NOTICE OF MEETING AND AGENDA FOR WEDNESDAY 14 OCTOBER 2020
Dear Councillor,
You are hereby summoned to attend the next meeting of Helpringham Parish Council, which will be held on Wednesday 14 October 2020 commencing at 7:30pm. The meeting will once again be conducted by Zoom.
The business to be dealt with is listed in the following Agenda.
There will be a short public forum between 7:30pm and 7:45pm when members of the public may ask questions or make short statements to the Council.
Any members of the community that wish to take advantage of the public forum must in the first instance contact the Parish Clerk, Julie on 0785440942 or helpringhamparishcouncil@gmail.com before the meeting.

To resolve to accept the Clerk’s notes of the last Parish Council Meeting held on Wednesday 9 September 2020.

5.0 DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS
To receive reports on members’ disclosable pecuniary interests and to receive dispensations in accordance with the Localism Act 2011.

There are planning applications on line to be viewed for Helpringham as follows:
7.1 Outline planning for the demolition of the existing dwelling and erection of up to 5 properties at 14 Shepherds Lane, Helpringham. The consultation period for the Parish Council ended on 12 October 2020 and it was resolved that there were no objections.
8.0 FINANCE
8.1 To accept the financial report from the Vice Chairman.
8.2 To accept the bank reconciliation.
8.3 To receive the year to date financial performance report from the Vice Chairman.
8.4 To approve the payments presented at the meeting.
8.5 HMRC. Paying Tax on Clerks wages, do we carry this out ourselves or appoint Tracey Elmes.
8.6 Statement by the Chairman relating to the former Parish Clerk, court appearance 02 October 2020.
8.7 To discuss following up with Lloyds Bank re re-imbursement of stolen funds.
9.0 CEMETERY MATTERS
9.1 To receive report

10.1 To discuss highways issues; potholes, repairs, LCC update to include any response from councillor Barry Young.
11.0 MATTERS AFFECTING THE VILLAGE/CORRESPONDENCE
11.1 Community Speed Awareness – any updates
11.2 Litter Pick – including grants available for Litter Picking – any updates
11.3 Grass cutting – maintenance tender for 2021.
11.4 Church Lane footpath – parishioner enquiry
11.5 Car parking at Highgate Helpringham outside of the school, can anything be done?
11.6 Cemetery tree – High Street – parishioner enquiry
11.7 Remembrance day – Parade, laying of a wreath etc due to current Covid situation.
11.8 Road Closure at Blotoft level crossing (Old Forty Foot Bank O/S map ref TF 168 378 for the period from 21:00 on 31 October 2020 to 06:00 on 01 November 2020.
