HELPRINGHAM PARISH COUNCIL

Minutes of the Meeting held by Zoom at 7pm on Wednesday 8th July 2020

Present:

Councillors Geoff Hotchkin, Julie Frizzell, George Frizzell, Robert Spencer, Malcolm Ternouth, Mark Robinson, Stuart Ogden, Sally Tarry and William Watts. No members of the public attended the Zoom video call

1.0 WELCOME The Chairman welcomed Councillors and District Councillors to the meeting. The Chairman thanked Councillor Watts for taking notes in the absence of a Clerk. He again thanks Councillors for their support during recent months, especially Cllrs G Frizzell, Ternouth, Spencer and Robinson for all they had and are doing to keep the village grassed areas looking pristine.

2.0 APOLOGIES- None

3.0 DECLARATIONS OF INTEREST. None.

4.0 SIGNING OF MAY MEETING MINUTES. Approved

5.0 DISTRICT COUNCILLORS REPORT. Little to report. NKDC working from home and likely to continue for foreseeable future.

6.0 PLANNING MATTERS. No applications

District councillors left the meeting

7.0 MATTERS ARISING FROM MINUTES. None

8.0 FINANCE 8.1 Financial report accepted

8.2 The bank reconciliation was accepted

8.3 Financial planning update. Grass cutting contract savings of iro £1.5k. Clerk salary saving iro £600.

9.0 CEMETERY

9.1 1 interment, late John Bowden, fee paid by BACS, ERB was purchased in 1988.

9.2 1 memorial erected by Set in Stone for the late John Poole, paid by BACS.

9.3 1 request for memorial erection from Kents for the late Steven David Jackson, erection permitted from September 2020. 2

9.4 Stone for kerbed memorials ordered by Cllr Robinson

9.5 Lawnmower has been repaired under warranty

9.6 Church clock is now working following a minor repair

9.7 Cemetery tree. Previous advice suggested this tree was healthy. Further advice will be sought from the NKDC Tree officer regarding tree health and the fact that the tree may be in a Conservation area.

9.8 Excess hedge trimmings have been dumped over the hedge and into the cemetery

10.0 HIGHWAYS. There are a number of ongoing issues. Council to chase up District Councillor Barry Young(again) and copy in Councillor Davies (L.C.C.)

11.0 CLERK RECRUITMENT. Council to review job description, advert and contract and readvertise.

12.0 MATTERS AFFECTING VILLAGE 12.1 Wasp’s nest in public area on Highways land. Refer to Environmental Health if Highways won’t sort

12.2 Community Speed Awareness on hold due to Covid 19

12.3 Litter picking. Councillor Ternouth has been picking litter. A communal litter pick will be organised when Covid 19 restrictions allow.

12.4 Thank you to volunteer Grass cutters

12.5 Hedges overhanging the road in Wheel wright’s lane and on the Station road bridge will be reported to Highways

12.6 Council approved spraying and strimming in School Lane including a general tidy up of the Elder trees (£125).

12.7 Council approved hedge cutting of the Hale Road Cemetery (£350) twice a year.

13.0 MATTERS OF URGENCY. None

14.0 NEXT MEETING

Wednesday 12 August 2020, in person in the Memorial Hall if possible, if not, Zoom has been booked.
