HELPRINGHAM PARISH COUNCIL

Minutes of the Meeting held on Wednesday 8th June 2022

PRESENT

Councillors Geoff Hotchkin (Chairman), Julie Frizzell, William Watts, Robert Spencer and Mark Robinson.  Parish Clerk Julie Dixon and District Councillor Stewart Ogden.

There were no members of the public present

1.0        WELCOME REMARKS BY CHAIRMAN

The Chairman welcomed the Councillors to the meeting and  thanked them for their attendance.

2.0        APOLOGIES FOR ABSENCE

Apologies were received from District Councillor Sally Tarry and Councillor’s George Frizzell and Malcolm Ternouth.

3.0        SIGNING OF THE MINUTES

It was resolved to adopt the minutes of the meeting of 13th April 2022 as a true and correct record.

 4.0       MATTERS ARISING FROM THE MINUTES

There were no matters arising from the minutes.

 5.0       DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS 

There were no declarations of pecuniary interest . It was Resolved that in the future the relevant person will be asked to leave the room and no dispensations will be granted.

6.0 REPORT FROM DISTRICT COUNCILLORS

District Councillor Ogden had nothing to report.

7.0         PLANNING APPLICATIONS 

              7.1 : Application reference 22/0751/HOUS

 Proposal: Erection of a single storey side extension and addition of second storey accommodation within existing roof space and associated alterations.

              Location: Ambler House, Station Road, Helpringham.

              The item was discussed and it was resolved to support the application.

8.0         FINANCE

8.1 The financial report and bank reconciliation presented by the Clerk were accepted.

8.2 The Internal Audit report was received and accepted.

8.3 The Annual Governance Statement was approved and signed.

8.4 The Statement of Accounts was approved and signed.

8.5 The Council approved and authorised the Chairman to sign the certificate of Exemption.

8.6 Upon receiving the audited accounts for Helpringham Playing Field, it was resolved to pay the Grant requested of £1000.00 under S.137 of LGA 1972.

8.7 It was Resolved to pay a cheque for £200.00 to the local tradesperson who has painted the railings around the War Memorial as discussed at the last meeting.

8.8 The following payments were approved.

9.0         CEMETERY MATTERS AND CONSERVATION AREA

9.1 After a long period of attempting to arrange for bases to be prepared for the new  benches; a firm quote has been given of £430.00 for each base. After discussion, it was resolved to accept the quote.

9.2 During the last month there has been 1 burial and 2 Interment of Ashes.

As ever, the cemetery and the village as a whole are looking extremely tidy, thanks to CJP Garden Services.

10.0       CHURCH CLOCK AND PARISH COUNCIL WEBSITE

10.1 The Policies, procedures and Standing Orders which had been circulated to  Councillors prior to the meeting and also appear on the website, were discussed and it was Resolved to accept the review of the documents for another year.

               10.2 The website is up to date running well.

  10.3 The Church clock was adjusted on 1st June and is running to time.

11.0       HIGHWAYS.

11.1 The Chairman reported that the pot holes around the village are still quite severe in places.

Councillor Robinson made comment regarding Vicarage Lane and the fact that there is a disabled occupant who is unable to get out of her home unless she is in the car due to the state of the road.

Concern has been shown over the railings on the red bridge on the road from Helpringham to Little Hale.

12.0       MATTERS AFFECTING THE VILLAGE / CORRESPONDENCE

              12.1 The Queens Platinum Jubilee

A vote of Thanks was given to Cllr Malcolm Ternouth in his absence, and the team of volunteers who organised a wonderful Platinum Jubilee event on the Village Green and to The Brass Windmill Public House for their support. Thanks were extended also to the Memorial Hall and History Society for putting on a stunning exhibition.

13.0       MATTERS OF URGENCY /ANY OTHER BUSINESS

              There was no matters of urgency or any other business.

14.         DATE OF THE NEXT MEETING

The next meeting will take place on Wednesday  13th July 2022 in Helpringham Village Memorial Hall commencing at 7:30pm.
