HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 12 February 2020

Present: Cllr G Hotchkin – Chairman, Cllr R Spencer, Cllr G Frizzell, Cllr J Frizzell – Vice Chairman, Cllr R Watts, Cllr M Ternouth, and Adrian Illingworth – Parish Clerk.

The Chairman welcomed all present.

As no members of the public were present the Chairman opened the Council Meeting.

2.0 Apologies (19/95)

Apologises received from District Cllr Ogden. Reason for absence agreed and approved by Council. No apologies received from Cllr Robinson.

3.0 Declarations of Pecuniary Interest and Dispensations under Localism Act 2011 (19/96)

Cllr Hotchkin declared an interest in the planning application at 14 High Street. This had been received after the printing of the agenda.

4.0 Signing of the minutes (19/97)

The Council resolved to accept the Clerk’s notes of the Parish Council meeting held on the 15 January to be a true reflection of the meeting. Minutes signed by the Chairman.

5.0 Report from District Councillors (19/98)

Cllr Tarry produced her report. Closing date for the Community Champion has been brought forward to 29 May.

NKDC are in the process of finalising Council Tax for 2020/21

6.0 Planning (19/99)

6.1 Applications received after agenda produced.

6.1.1 14 High Street – Vehicular access and parking space. No comments made.

A letter had been received from a resident concerning work being carried out at 19 High Street. The resident has been advised to contact NKDC with his concerns. Cllr Tarry is to investigate and request a visit from a building inspector.

7.0 Matters arising from the minutes (19/100)

7.1 Update on Lincs Road Safety Partnership provided by Cllr J Frizzell. All equipment has been purchased and a date to be arranged for the first outing.

8.0 Finance (19/101)

8.1 It was proposed, seconded and resolved all orders for payment made to the sum of £657.80 in the current month be authorised. (This figure includes items on the agenda plus payment for the Road Safety equipment and provision of ink)

8.2 The Financial Summary was approved and signed by the Chairman.

9.0 Cemetery Report (19/102)

9.1 Reported presented by Cllr G Frizzell. There had been two burials

9.2 The Church Clock has been restarted four/five times during the past month and currently is running fast. Next service due July. The bell is to be dampened until the clock has been repaired.

Cllr G Frizzell raised concern regarding access to the clock. It was agreed the Clerk to ask the PCC to produce a risk assessment.

10.0 Highways (19/103)

10.1 The footpath between Ambler House and 67 Station Road has still not been repaired. Clerk to chase.

10.2 Parking outside the new development on High Street is making it difficult for large vehicles to make a right turn onto the High Street. Highways to be notified.

Cllr Spencer informed Council work men have not made good the area on George Street. Clerk to contract the contractor to arrange a site meeting.

The Chairman closed the meeting to go into closed session to discuss tenders for grass cutting.

Council meeting reconvened at 8.35

12.0 Correspondence (19/104)

12.1 Keep Britain Tidy. Request to sign up for the big clean. Council decided not to join as litter pickers are doing well.

12.2 A letter had been received from the ICO regarding the next years fee would be collected by Direct Debit.

12.3 Letter received from NKDC regarding increase in Garden Waste Fee.

All correspondence received has been sent to Cllrs. A list is available from the Clerk

13.0 Matters of Urgency (19/105)

None raised

14.0 Next Meeting (19/94)

The next meeting of the Council will be Wednesday, 11 March
