 HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 10 April 2019

Present: Cllr G Hotchkin – Chairman, Cllr R Spencer, Cllr W Watts, Cllr Ternouth, Cllr G Frizzell and Adrian Illingworth – Parish Clerk.

Also, in attendance: Cllr S Tarry and Cllr S Ogden

No members of the public present. Council meeting commenced at 7.30pm

2.0 Apologies (19/1)

Apologises received from Cllr J Frizzell and Cllr M Robinson. Reason for absence noted and accepted by Council.

3.0 Declarations of Pecuniary Interest and Dispensations (19/2)

None

4.0 Signing of the minutes (19/3)

Amendment to minutes to correct payment to Mr Rumbold. This should have read £117.50. Council resolved to accept the minutes of the 13 March as being a true reflection of the meeting. Minutes signed by the Chairman.

5.0 Matters arising from the minutes (19/4)

The agreement between the Parish Council and the Contractor for grass cutting was finalised. Clerk to send to contractor

6.0 Report from District Councillors (19/5)

As both Cllrs were still in the Purdah period there was nothing to report.

Cllr Tarry informed the meeting the Community Championship awards are now open and encouraged nominees to be submitted. Closure is August.

7.0 Finance (19/6)

7.1 Council resolved to approve the following payments:

7.1.1 Clerk’s Salary 214.90

7.1.2 HMRC-PAYE 161.20

7.1.3 Terra Firma – Grass Cutting 180.00

7.1.4 ISL – Printing 72.78

7.1.5 Helpringham Memorial Hall – Room Hire 37.50

7.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman.

8.0 Planning Applications (19/7)

8.1 Application received

8.1.1 S19/0342 Land off Highgate – No comments made by Councillors

8.2 Applications approved.

8.2.1 S19/0200 Land at Vicarage Lane – 3 dwelling houses

All applications can be viewed by accessing NKDC’s Planning Portal on the website. https://www.n-kesteven.gov.uk.

9.0 Cemetery Matters (19/8)

Report presented by Cllr G Frizzell.

9.1 An electronic copy of the Exclusive Right of Burial Deed has been produced for ease of use. Copy will be scanned and retained in accordance with GDPR.

9.2 Cllr Frizzell sort approval to obtain a quote for chippings and kerb stones to tidy plots not maintained. After discussion Council resolved to approve

9.3 Council resolved to approve the purchase of a laminator.

10.0 Highways (19/9)

10.1 Clerk to contact Highways to gain clarification as to how far along Vicarage Lane has been adopted.

10.2 White Cross Lane to be closed for repair.

10.3 Cllr Ternouth gave an update on the recent litter pick. Turnout was disappointing. Despite this several bags were filled as well as fly tipping’s being disposed of. Article to be placed in next magazine.

10.4 Clerk to report missing road signs at Swaton Road Bridge

11.0 Church Clock (19/10)

Update given. Council resolved to withhold payment until 1 May.

12.0 Matters of urgency. (19/11)

Cllr Spencer requested the quote obtained for the Christmas Tree be placed on the next agenda for discussion.

Cllr Ternouth asked for Communication to be placed on the agenda.

Cllr Ternouth sort clarification regarding the grant part of the precept and why the precept had been increased. The Clerk informed Cllr Ternouth the grant which formed part of the precept had been withdrawn by Central Government. To compensate, the Council resolved to increase the precept to cover the loss of the grant.

13.0 Next meeting (19/12)

The next meeting will be Wednesday 8 May starting at 7.00pm. This will include the Annual Parish Meeting, Annual Parish Council Meeting and Parish Council Meeting. All residents and groups are invited to attend.
