HELPRINGHAM PARISH COUNCIL
Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 14 November 2018
Councillors present: Cllr G Hotchkin – Chairman, Cllr J Frizzell, Cllr G Frizzell, Cllr R Spencer and Adrian Illingworth – Clerk.
District Councillors Tarry and Ogden also present
No members of the public present.
1.0 Welcome
The Chairman welcomed all present and opened the meeting at 7.30pm
2.0 Apologies
Apologies received from Cllrs W Watts and M Robinson. Reason for absence noted and accepted by all members.
3.0 Declarations of Pecuniary Interest and Dispensations
None.
4.0 Signing of the minutes
Council resolved to accept the minutes of the 10 October as a true reflection of the meeting. The Chairman signed the minutes.
5.0 Report from District Councillors
Not much to report.
Environment Agency will be contacting the Parish regarding any works to be carried out.
NK Plan consultation is now taking place.
A discussion followed regarding closure of roads for Remembrance Services. Clerk to obtain necessary information. Cllr Frizzell asked if this could be placed on the agenda for August 2019.
The Chairman moved item 8 to this point of the meeting whilst Dist Cllrs were present.
8.0 Planning
8.1 Applications received.
8.1.1 S18/1445 30 High Street – Tree work. No comments from Council members who resolved to support the application
8.1.2 S18/1321 Nags Head – Resitting of chimney. No comments council members resolved to support the application.
8.2 No decisions made since the last meeting.
6.0 Finance
6.1 Council to approve the following payments.
6.1.1 Terra Firma – Grass Cutting 370.00
6.1.2 Clerk’s Salary 214.70
6.1.3 T J Bookkeeping - Payroll 15.00
6.1.4 Sleaford Gardening – Levelling of graves sites 75.00
6.1.5 Forceshift – Skip Hire to remove debris from Cemetery 180.00
6.1.6 Helpringham Memorial Hall – Room Hire 37.50
All members resolved to approve payments
6.2 Bank Reconciliation and Financial Statement issued to members. No questions. Council resolved to approve.
7.0 Cemetery
Cllr G Frizzell presented his report.
Three graves have been levelled. These will be seeded over in the Spring.
The request for a memorial bench for Mr John West was discussed. The bench needs to be on a hard standing and be of robust material to withstand all weather conditions. Cllr G Frizzell informed the meeting, the location, where the bench is to be placed needs to be considered. Council resolved to accept the application subject to previous comments.
Website to be amended to show Cllr G Frizzell as Cemetery Officer. Cllr Frizzell agreed for his mobile number to be published.
Topple test for two plots needs to be reviewed
9.0 Councillor Vacancy
No applications received.
Council resolved not to co-opt in view of the elections in May 2019.
10.0 Electoral List Requests

11.0 Church Clock
The Chairman thanked Cllr G Frizzell, on behalf of the Council, for all the times he has been called out to attend to the clock. Smiths of Derby have been contacted to arrange a meeting with Cllr G Frizzell to solve the problem regarding the non-chime of the clock.
The cost of any repairs needs to be considered by the Council before any work is carried out.
12.0 Heckington Area Voluntary Car Service
12.1 Letter read out by Chairman re non-attendance at the Annual General Meeting. Chairman to respond.
12.2 To consider donation at the December meeting.
13.0 Highways
Clerk to report the state of the road between Helpringham and Burton Pedwardine.
14.0 Correspondence
Council resolved not to join the Parish Agreement with Highways.
A new grit bin is to be requested. This to be placed at the bottom of the road, before the railway bridge on Station Rd.
Cllr J Frizzell would have liked to attend but has other commitments. No other Cllrs wished to attend the Safeguarding Course.
Cllr J Frizzell would like her name to be put forward for the scheme.
15.0 Matters of Urgency.

16.0 Next meeting will be Wednesday 12 December. Meeting closed at 8.45pm
