Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 9 October 2019
Present: Cllr G Hotchkin – Chairman, Cllr M Robinson, (Joined the meeting at 7.41) Cllr R Spencer, Cllr G Frizzell, Cllr R Watts, Cllr M Ternouth, Dist. Cllr S Ogden and Adrian Illingworth – Parish Clerk.
The Chairman welcomed all present.
One member of the public present.
Public Forum.
The member of public, who had attended previous meetings, was still concerned about speeding in the village and wanted an update from the Council. Cllr G Frizzell explained the Council were waiting for Lincolnshire Road Safety Partnership to carry out a survey and training for volunteers. The placing of speed signs would be concluded after the survey.
Dist. Cllr S Ogden stated he would discuss the matter with the Police Commissioner, when they meet.
Council to write to the Police Commissioner and County Cllr B Young, highlighting the speed problem.

2.0 Apologies (19/60)
Apologises received from Cllr J Frizzell and Cllr S Tarry.
3.0 Declarations of Pecuniary Interest and Dispensations (19/61)
Cllrs Hotchkin and Cllr Watts declared their interest in item 9.1.1
Cllr Robinson declared and interest in item 9.1.2
4.0 Signing of the minutes (19/62)
The Council resolved to accept the Clerk’s notes of the Parish Council meeting held on the 11 September to be a true reflection of the meeting. Minutes signed by the Chairman.
5.0 Report from District Councillors (19/63)
Cllr Ogden presented a short report.
Report on the use of ID for voting has been very positive. NKDC still working on Finance.
Item 9.0 Planning brought forward so item could be discussed in the presence of Dist. Cllr Ogden. All members agreed.
9.1.1 No objects raised and Council to support application
9.1.2 Reference number should be 19/1256. No comments raised, council to support application.
Dist. Cllr left the meeting at 7.48
6.0 Matters arising from the minutes (19/64)
6.1 Update on Lincs Road Safety Partnership given during public forum
6.2 NKDC need to meet with the Council. Need to access how much dirt is being left. Cllr J Frizzell to follow up and invite NKDC to next meeting.
6.3 Cllr J Frizzell to chase NKDC republic Space Order for the recreation ground
6.4 Clerk read out statement from Highways regarding the state of the road surface on Vicarage Lane. The Council was not happy with the response. Clerk to send letter asking for action to be taken.
6.5 Clerk read out response from Highways regarding the speed signs which are obscured. Cllr Frizzell pointed out the lamp post near the water treatment plant is also being obscured by foliage. Clerk to write to Highways asking for action to be taken.
7.0 Finance (19/65)
7.1 Council resolved to approve the following payments:
7.1.1 Clerk’s Salary 214.70
7.1.2 P J Haynes – Grass Cutting – August 550.00
7.1.3 Helpringham Memorial Hall – Room Hire (Invoice recd after agenda produced) 37.50
7.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman.
7.3 Tender from P J Gardening re grass cutting not discussed as tender process not followed. Any tender, once asked for, should be submitted in a sealed envelope to be opened by Council on a specific date.
7.4 Council resolved to approve a budget of £30 towards the purchase of a wreath for Remembrance Day.
8.0 Cemetery Report (19/66)
8.1 Reported presented by Cllr G Frizzell.
Still waiting for a grave to be levelled.
Last grass cut by contractor approved
A letter had been received from a resident praising the Council for the neatness of the cemetery.
Cllr Frizzell has adjusted the church clock.
The brass plates at the cenotaph require cleaning. Cllr Frizzell asked approval from Council to have them cleaned. Council members approved.
8.2 The tree in the cemetery, opposite the church, was discussed. Council agreed the tree needs to be taken out. As this is in a preservation area, permission will be required from NKDC. Cllr Robinson to contact residents, affected by the tree, asking them to get three quotes. Council agreed not to fund due to lack of funds.
9.0 Planning. (19/67)

10.0 Highways (19/68)
Cllr Watts informed Council the road sign for Thorpe Latimer, on Swaton Road, has been clipped and needs replacing.
11.0 Matters of Urgency
The Chairman raised his concern regarding the number of road closures in the past months, due to work being carried out by Anglian Water. Better communication was needed between the school and residents.
Council were reminded of the need to provide a separate email address for Council business, as per The Information Commissioners Office
12.0 Date of next meeting (19/59)
The next meeting will be Wednesday 13 November starting at 7.30pm.
