HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Thursday 19 July 2018

Councillors present: Cllr G Hotchkin – Chairman, Cllr M Robinson, Cllr W Watts and Adrian Illingworth – Clerk.

Cllrs S Tarry and S Ogden both in attendance

1.0 Welcome

The Chairman welcomed all present and opened the public forum.

One member of the public present.

A local resident has noticed other residents using the cemetery bins to dispose of their garden waste. Council agreed an article to be placed in the next village news to make residents aware this practice must stop.

Sixteen litter pickers turned up for the first pick. However, it was pointed out access to the litter bin, by the bus stop, is not possible. It was suggested the bin be moved to the other side. Council will look into re-siting.

Villagers are aware the responsibility for grass cutting lies with Highways. However, the area round the bus stop is in need of cutting. The Chairman asked the Clerk to contact the relevant authority to ask how much grant the Council would receive if they took responsibility for cutting the grass.

2.0 Apologies

Apologies received from Cllr Spencer, Cllr Johnson, Vice Chairman J Frizzell and Cllr G Frizzell. Reason for absence noted and accepted by all members

3.0 Declarations of Pecuniary Interest and Dispensations

None.

4.0 Signing of the minutes 

Minutes of the 29 May accepted as a true reflection. Proposed by Cllr Hotchkin and seconded by Cllr Robinson. Cllr Watts was not present at the meeting of the 29 May.

Cllr Robinson asked the Chairman if item 6 could be brought forward to allow Cllr Tarry and Ogden to leave. The Chairman agreed.

6.0 Report from District Councillors 

Cllr Ogden informed the meeting there were a number of consultations taking place and should the Council receive any consultations to take part and reply.

Cllr Tarry stated the Community champion event was to take place in August.

Cllrs left the meeting 7.45pm

5.0 Finance

No payments or receipts since the last meeting

The Council approved the following payments:

Smith of Derby – Church Clock 1006.32

A Illingworth – Salary June and July 507.06

Hire of Memorial Hall 37.50

T J Bookkeeping – Payroll 25.00

Integrated Solutions – Printing 106.37

Terra Firma 720.00

NKDC – Tree Inspection 128.72

7.0 Cemetery Matters

No report due to Cllr G Frizzell’s absence.

The Clerk informed the meeting a cheque for £60 had been received for a Memorial Stone for Mrs Newland.

8.0 Planning Application

Since the production of the agenda the application for Land east of Pear Tree Farm has been withdrawn and:

S18/0509 – Chapel Forge – Building of two houses and bungalows has been approved.

9.0 Highways

9.1Tree bush on the railway bridge, near the school, on the Swaton side to be reported to Highways. This is becoming a hazard as lorries are having to go in to the centre of the road to negotiate.

9.2 Council decided no action to be taken following the Tree Inspection.

9.3 Boards on footpath number 1 are creaking. To be reported.

10.0 Matters of Urgency

A letter had been received from a previous councillor which was critical of the Parish Council. This was passed to members present for comment and suggestions on how to proceed. Members agreed a reply be sent.

Agenda and notices have to be published three clear days before a meeting but if any of the business relates to the establishment or dissolution of a parish council, or to the grouping of the parish with another parish, it is 14 clear days.

The practice of signing the minutes at the next meeting should not be regarded as invariable. These should be published within 28 days of the meeting. However, the Clerk pointed out these would be sent to the Chairman within one week for approval.

11.0 Date of next meeting

The next meeting will be held on Wednesday 8 August.
