HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 6 June 2019

Present: Cllr G Hotchkin – Chairman, Cllr R Spencer, Cllr W Watts, Cllr G Frizzell and Adrian Illingworth – Parish Clerk.

No members of the public present. Council meeting commenced at 7.30pm

2.0 Apologies (19/13)

Apologises received from Cllr J Frizzell, Cllr M Robinson, Cllr Ternouth, Cllr Tarry and Cllr Ogden Reason for absence noted and accepted by Council.

3.0 Declarations of Pecuniary Interest and Dispensations (19/14)

None

4.0 Signing of the minutes (19/15)

Amendment to minutes to correct date of previous meeting from 9th to 8th. Council resolved to accept the minutes of the 8 May as being a true reflection of the meeting. Minutes signed by the Chairman.

5.0 Matters arising from the minutes (19/16)

Cllr G Frizzell has been monitoring the grass cutting with three out of the four areas being cut to requirements of Council. If any other areas are in need of a cut, this is to be discussed at Council meeting before commissioning. Council also to consider that if there is a wedding the cost of cutting the churchyard falls to the wedding parties.

After discussion Council resolved to offer the tender to PJ Gardening Services until October 2019, at a cost of £275 per cut of the four areas highlighted. A formal letter to be sent.

6.0 Report from District Councillors (19/17)

Not present

7.0 Finance (19/18)

7.1 Council resolved to approve the following payments:

7.1.1 Clerk’s Salary  £214.70

7.1.2 P J Gardening Services  £675.00

7.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman.

7.3 Council resolved to make further payments to Integrated Solutions (Printers) by Direct Debit. Form signed.

8.0 Cemetery Report (19/19) Presented by Cllr G Frizzell

Topple test has been completed, no issues. Cllr Frizzell recommended next inspection in twelve months rather than next six months. Council resolved to accept recommendation.

Laminator not yet purchased. Decorative stones on going.

Spoil needs removing. To deal with after harvest.

9.0 Planning. (19/20)

None

10.0 Highways (19/21)

Potholes still a recurring subject.

Foliage is encroaching on footpath 1. Highways to be notified

11.0 Matters of Urgency (19/22)

Provision of dog bins and dog fouling to be carried forward

12.0 Next meeting (19/23)

The next meeting will be Wednesday 17 July starting at 7.30pm.
