HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 12 September 2018

Councillors present: Cllr G Hotchkin – Chairman, Cllr J Frizzell – Vice Chairman, Cllr M Robinson, Cllr W Watts, Cllr G Frizzell, Cllr R Spencer and Adrian Illingworth – Clerk.

No members of the public present.

1.0 Welcome

The Chairman welcomed all present.

2.0 Apologies

Apologies received from Cllr Tarry and Cllr Ogden. Reason for absence noted and accepted by all members. Cllr Robinson joined the meeting at 7.56pm.

3.0 Declarations of Pecuniary Interest and Dispensations

None.

4.0 Signing of the minutes

Council resolved to accept the minutes of the 20 August as a true reflection of the meeting. The Chairman signed the minutes.

5.0 Finance

No receipts or payments since the last meeting

5.1 Council resolved to pay the following payments:

5.1.1 Terra Firma – Grass Cutting 360.00

5.1.2 Clerk’s Salary – Sept 214.70

5.1.3 Clerk’s expenses – Apl to Sept 22.96

5.2 Council resolved to accept the bank reconciliation and income and expenditure account as at 11 September.

The Chairman informed the Council he had tried to contact the Manager at Lloyds Bank, regarding change of correspondence address. After several phone calls the situation has still not been resolved. The Clerk to visit Lloyds.

6.0 Report from District Councillors

No reports given due to absence.

7.0 Cemetery Matters

7.1 Report presented by Cllr G Frizzell.

The contract between the Council and Grass Contractor needs to be amended to include areas of responsibility and quality of work expected. Clerk to check existing contract for possible amendments.

A quote had been received to level grave sites at a cost of £25 per grave. After discussion Council resolved to accept the quote. A copy of the contractors Personal Liability Insurance handed to the Clerk. No additional cost to families

7.2 Three quotes had been received for the hiring of a skip. Cllr J Frizzell recommend the quote from Forceshift, cost £150 plus VAT, be accepted. After discussion council resolved to accept the recommendation. Cllr J Frizzell to liaise with the company regarding drop off and pick up arrangements for the skip.

8.0 Planning Application

No new application received.

8.1 Decisions

8.1.1 S18/0829 Walnut Farm, North Drove – Change of use of disused agricultural building to live/work unit. Application passed.

9.0 Highways

The Chairman reported the street light out at the junction of Station Road and High Gate. Cllr J Frizzell to send lamp post number to the Clerk. Clerk to report

Bushes on the bridge between Helpringham and Swaton need cutting back. Clerk to send a letter to the occupier requesting bushes to be trimmed

10.0 Correspondence

10.1 Email from Lincolnshire CC read out by Clerk. Emails refers to the setting up of a folder to include details of what to do in case of an emergency situation. After discussion the Council resolved not to proceed.

10.2 Email from Lincolnshire Fire and Rescue read out. The Association requested details of clubs and other groups so information could be sent. The Clerk pointed out, under GDPR, authority would have to be received from each group. The Council resolved not to disclose details.

Following the publication for a new Councillor, no election had been called so the process of co-option has been put in place. Applicants for the vacant post need to notify the Clerk, no later than 12 noon on the 1st October. The Chairman and Vice Chairman to interview possible candidates.

11.0 Amenity Grass Cutting

After contacting LCC Highways regarding taking over cutting of grass in the area the Council resolved not to take this up but for LCC to continue.

12.0 Printing

Council resolved not to proceed with this topic.

13.0 Matters of urgency

Cllr J Frizzell advised the meeting the Facebook page is ready to go, subject to checking the security settings

14.0 Next meeting

The next meeting will be Wednesday 10 October at 7.30
