HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 4 December 2019

Present: Cllr G Hotchkin – Chairman, Cllr R Spencer, Cllr G Frizzell, Cllr R Watts, Cllr M Ternouth, Dist. Cllr S Ogden, Dist Cllr Tarry, Heidi Ryder (NKDC) and Adrian Illingworth – Parish Clerk.

The Chairman welcomed all present.

As no members of the public were present the Chairman opened the Council Meeting.

As per the Councils Standing Orders, the Chairman brought forward item 6.2 Update on Dog Fouling and 6.3 Update re Public Space Protection Order for the playing field. All members in agreement

Heidi Ryder, from NKDC, gave a summary regarding applying for a Public Space Protection Order. (PSPO). The Council needs to go through a number of tests and thresholds before a PSPO can be considered.

An audit trail needs to be established documenting dog fouling instances. All residents can report dog fouling via LCCs website: FixMyStreet. NKDC will pick up reports, which can be used as part of the audit trail.

Heidi Ryder to send link for PSPOs to Cllr J Frizzell.

The Chairman thanked Heidi, who left the meeting at 7.52.

2.0 Apologies (19/70)

Apologises received from Cllr J Frizzell. Reason for absence agreed and approved by Council. No apologies received from Cllr Robinson.

3.0 Declarations of Pecuniary Interest and Dispensations (19/71)

None

4.0 Signing of the minutes (19/72)

The Council resolved to accept the Clerk’s notes of the Parish Council meeting held on the 9 October to be a true reflection of the meeting. Minutes signed by the Chairman.

5.0 Report from District Councillors (19/73)

Cllr Ogden and Tarry explained no information could be given due to being in Purdah prior to the General Election 12 December.

Cllr Ogden confirmed the Police Commissioner was aware of the speeding problem in the village.

Item 9.0 Planning (19/74) brought forward so item could be discussed in the presence of Dist. Cllrs. All members agreed.

9.1.1 S19/1470 – 7 St Andrews Close – Single storey front, rear and side extension. No objections raised.

9.2.1 S19/0923 – Field Farm – Two storey rear and side extension approved.

9.2.2 S19/2256 – 33 Cornish Cres – Two storey extension approved.

Dist. Cllrs left the meeting at 8.05

6.0 Matters arising from the minutes (19/75)

6.1 Update on Lincs Road Safety Partnership provided by Cllr J Frizzell.

Training session has been arranged for 17 December, at 2pm in the Memorial Hall. This will be a joint session with representatives from Swaton.

Health and Safety visit arranged for 18 December. Cllrs G and J Frizzell to attend.

Speed Checks to be carried out after 19 December.

7.0 Finance (19/76)

7.1 Council resolved to approve the following payments:

7.1.1 Clerks Salary (Nov) 214.70

7.1.2 ISL Printing paid by Direct Debit 72.67

7.1.3 P J Haynes – Grass Cutting 180.00

7.1.4 Clerk– Reimbursement for Wreath 30.00

Invoices for the following payments were received after production of the agenda:

Helpringham Memorial Hall – Room Hire – Road Safety Training 56.00

NKDC – Electoral Costs 73.61

Clerks Salary (Dec) 214.90

Council resolved to approve payments.

7.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman.

7.3 A discussion took place regarding the Budget and Precept for 2020/2021. Council resolved to increase the Precept by Consumer Price Index of 2.5%. A possible further increase to be discussed at the next meeting.

Budget for 2020/2021 to be finalised at the next meeting

8.0 Cemetery Report (19/77)

8.1 Reported presented by Cllr G Frizzell.

A Memorial Stone to be erected as well as levelling of a grave.

Two requests had been received for headstone searches.

A request had been received from the family of the late John Poole for them to dig the grave. This to be supervised by Severs Funeral Service.

8.2 As Cllr Robinson was not present, the update on the tree in the cemetery opposite the Church to be carried forward

10.0 Highways (19/78)

Clerk to report the overgrown foliage and state of the road on Wheel Rights Way

11.0 VE Day (19/79)

Council agreed to arrange a separate meeting and invite other organisations in the village to discuss how to celebrate.

12.0 Matters of Urgency (19/80)

None
