HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 13 February 2019

Present: Cllr G Hotchkin – Chairman, Cllr J Frizzell – Vice Chairman, Cllr G Frizzell, Cllr R Spencer, Cllr W Watts, and District Councillor Ogden. Adrian Illingworth – Parish Clerk

One member of the public was present Mr M Ternouth the prospective candidate for co-option.

Chairman welcomed all present and opened the floor to the public. No comments made Council meeting opened by the Chairman

2.0 Apologies

Apologises received from Cllr Tarry. Reason for absence noted and accepted by Council. Cllr Robinson absent. No apology received.

3.0 Declarations of Pecuniary Interest and Dispensations)

None

4.0 Signing of the minutes 

Council resolved to accept the minutes of the 16 January 2019 after a slight amendment was made. This related to a letter which was to be sent to Smiths of Derby. Cllr G Frizzell pointed out this had not been done, but he had subsequently been in contact. Members resolved to agree the amendment. Minutes signed by the Chairman.

The Chairman brought forward item 6 to allow Cllr Ogden to address the meeting before departing.

6.0 Report from District Councillors

Not much to report.

The Chairman asked if NKDC had agreed the percentage increase in Council Tax. Cllr Ogden notified the meeting, this would be disclosed shortly. Nothing to report on the planning application submitted for 3 & 7 High Street. The Chairman thanked Cllr Ogden for attending.

Cllr Ogden left the meeting at 7.50pm

5.0 Co-option of new Councillor

The candidate, Mr Malcolm Ternouth, gave a brief description of his role to date. He has been in the village for 2.5 years after moving from Hertfordshire. In Hertfordshire he was a member of his Parish Council for five years. Malcolm has been organised litter picking within the village.

The Chairman asked Mr Ternouth to leave the room whilst council went in to closed session. The Chairman asked for comments. A vote was then taken will all members present resolving to accept the co-option of the candidate.

Mr Ternouth re-entered the room upon which the Chairman offered him the position of a member of the Council. This was accepted by Mr Ternouth. All necessary paperwork completed and handed to the Clerk.

7.0 Finance

7.1 Council resolved to approve the following payments:

7.1.1 Clerk’s Salary 214.90

7.1.2 Heckington Area Voluntary Car Service (Sec 137) 350.00

7.1.3 Helpringham Playing Fields 350.00

7.1.4 Clerk informed the Council arrangements had been made to pay by Direct Debit

7.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman

7.3 A discussion took place re funding for Christmas Tree. Council resolved in principal to donate monies for the purchase of lights. Cllr J Frizzell asked if any monies paid could be made to a separate account rather than an individual’s account. The Clerk further requested that should an account be set up two signatories would be required.

It was agreed the grantees to be contacted to attend the next meeting to support their application.

Three quotes would be required. The Council would then purchase the lights, which would become the property of the Council.

8.0 Cemetery 

Report presented by Cllr G Frizzell.

The memorial bench, for the late John West is in place.

Parish Notice board requires a new backing board and re varnishing. Cllr G Frizzell to source a contractor.

9.0 Planning Applications 

Only one application had been received. S18/1578 3 & 7 High Street. This covered further amendments to a previous application.

An application to erect seven dwellings on land off George Street was approved on 28 January 2019.

10.0 Church Clock

Cllr G Frizzell has been in contact with Smiths of Derby. The Clock piece in question is to be removed and taken back to the contractor’s workshop. It will then be refitted. No invoice will be sent until both parties are satisfied the work has been completed satisfactory. Once the work has been completed the Clerk will write to the Church asking for a contribution towards the cost.

11.0 Highways

Despite several letters being sent to Highways, regarding the road from Station Road to Burton, no work has been carried out. Council agreed to place an item on Facebook asking for resident’s assistance in reporting the matter.

12.0 Contract for Grass Cutting

A discussion took place after which Cllr J Frizzell is to send amendments to the Clerk.

15.0 Next meeting 

Wednesday 13 March. Future meetings: 10 April and 8 May. The meeting on the 8 May will also be the Annual Parish Meeting to which all are invited to attend.
