Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 12 December 2018
Present: Cllr G Hotchkin – Chairman, Cllr J Frizzell – Vice Chairman, Cllr G Frizzell, Cllr R Spencer, Cllr W Watts, and District Councillors Tarry and Ogden. Adrian Illingworth – Parish Clerk
Four members of the public attended.
Chairman welcomed all present and opened the floor to the public. Forum started at 7.30pm
Public present brought to the Councils attention their objections to the planning application S18/1578 – erection of dwelling 3 & 7 High Street.
Objections include:
- No formal notice (certificate B) had been given by the applicant. Cllr Tarry informed the meeting planning had highlighted this with the applicant and the form is now with them.
- Applicant has no right of way to the proposed development.
- Development would affect road safety and inconvenience to road users
- Driveway unlit posing further risk to pedestrians
- A previous application to claim ownership of the driveway was rejected by the Land Registry in 2015.
- No additional parking proposed by the applicant
- View of the grade 1 listed Church will be curtailed and the development will overlook other properties.
- Some of the answers to questions on the application are flawed.
The concerns of the residents have been submitted to Planning. Cllr S Ogden suggested a separate letter be sent pointing out all facts.
The Chairman thanked residents for sharing their objections with Council, and these would be discussed under Item 8 of the agenda. Forum closed at 7.47.

2.0 Apologies
Cllr Robinson absent. No apology received
3.0 Declarations of Pecuniary Interest and Dispensations
Cllr Spencer declared an interest in item 8.
4.0 Signing of the minutes
Council resolved to accept the minutes of the 14 November as a true reflection of the meeting. Minutes signed by the Chairman
5.0 Report from District Councillors
Not much to report.
Council should be receiving communication regarding mobile coverage.
Item 8 brought forward so District Councillors could make comment.
8.0 Planning
8.1 Applications received.
8.1.1 S18/1578 – 3 & 7 High Street – Erection of dwelling. Residents comments were noted. After discussion Council agreed the application could not be supported until all legal issues had been resolved.
Since production of the agenda a further application had been received for the erection of seven dwellings on land off George Street (S18/1653). Councillors to submit comments to the Clerk no later than 3 January 2019.
S18/1321 – New chimney at the Nags Head approved
6.0 Finance
6.1 Council resolved to approve the following payments:
6.1.1 Clerk’s Salary 214.90
6.1.2 HMRC – PAYE 107.40
6.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman
6.3 Clerk to contact Terra Firma regarding a payment of £40
6.4 and 6.5 Carried forward to January meeting. Any organisation requiring a grant to submit applications and accounts before the next meeting.

7.0 Cemetery
Report presented by Cllr G Frizzell.
No recent burials. One monument is loose following a tipple test. Family to be approached to rectify.
A bench has been purchased in memory of John West OBE. Cllr Frizzell to meet with Church Warden to discuss citing of the bench.
9.0 Church Clock
Clock still not working. Cllr Frizzell to meet with engineer 21 December. If work needs doing Council require an accurate costing. If no satisfactory conclusion other service providers to be approached. Cllr Frizzell expressed his disappointment at the level of service provided by Smiths of Derby
10.0 Highways
Road from Station Road to Burton Pedwerdine needs repairing. This has been reported to Highways several times. Cllr Hotchkin to write to Cllr M Hill with a copy to Cllr Davies.
Light outside 67 Station Road is not working. Clerk to report
10.1 Mr P Johnson to arrange to take SID back to Swaton
