 HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 13 March 2019

Present: Cllr G Hotchkin – Chairman, Cllr R Spencer, Cllr W Watts, Cllr M Robinson, Cllr Ternouth and Adrian Illingworth – Parish Clerk.

Chairman welcomed all present and opened the public forum.

Two representatives from Helpringham Christmas Tree Group explained their intentions regarding the Christmas Tree. A trench is to be dug from the electrical supply to the tree at a cost of approx. £300. In addition, the cost of lights would be in the region of £100.

A discussion took place regarding ownership and maintenance of the lights. Council resolved to donate towards the costs of the lights and digging. The Council would store the lights but not take ownership. The group is to set up a Bank Account and send details to the Clerk. Three quotes are required for the work to be carried out and lights.

Forum closed at 7.40pm when the Chairman opened the Council meeting

2.0 Apologies 

Apologises received from Cllr Tarry, Cllr S Ogden, Cllr J Frizzell and Cllr G Frizzell. Reason for absence noted and accepted by Council.

3.0 Declarations of Pecuniary Interest and Dispensations 

Cllr Robinson declared an interest in point 9.1.1

4.0 Signing of the minutes 

Council resolved to accept the minutes of the 13 February as being a true reflection of the meeting. Minutes signed by the Chairman.

5.0 Matters arising from the minutes 

The agreement between the Parish Council and the Contractor for grass cutting was discussed. Cllr Watts asked for point 2 section V to include the number of cuts required to be in line with other sections. The Clerk to liaise with Cllr G Frizzell upon his return.

6.0 Report from District Councillors 

No reports presented due to absence.

7.0 Finance 

7.1 Council resolved to approve the following payments:

7.1.1 Clerk’s Salary 214.70

7.1.2 LALC Annual Subs 248.89

7.1.3 Payment to P Rumbold for refurbishing the Notice Board 130.00

7.1.4 Clerk’s expenses Oct 18 – Mar 19 78.94

7.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman.

8.0 Cemetery (18/127)

Clerk read out report produced by Cllr G Frizzell.

Two funerals are to take place week commencing 11 March, for Mr J L Dean and Mrs J Bannister.

The winding motor on the Church Clock has been taken away and Smith’s will contact Cllr Frizzell once it is ready to be refitted. It is anticipated the work will take three weeks.

The Parish Notice Board has been fully refurbished by Mr P Rumbold and an invoice has been presented. A letter of thanks to be sent with payment. Thanks also to Mr Neil Yarwood for doing the sign writing for the board at no charge to the village.

9.0 Planning Applications (18/128)

9.1 Application received

9.1.1 Cllr Robinson expressed his interest in the application. Other Cllrs happy with the application but NKDC’s attention to be drawn to the state of the road which should be adopted.

9.2 Applications approved.

S18/1578 Erection of dwelling 3 & 7 High Street approved on 28 February

All applications can be viewed by accessing NKDC’s Planning Portal on the website. https://www.n-kesteven.gov.uk.

Cllr Ternouth enquired if the Parish Council received notice of licensing applications. The Chairman explained this is separate from Planning and the Council did not get notification.

10.0 Highways

Filling of the potholes on Burton Road has commenced.

Two lights are out near Cllr Spencer’s residence. Numbers of the posts to be sent to the Clerk

11.0 Election 2019

Timetable explained to Cllrs and Nomination papers handed out. The Clerk has spare copies should any resident wish to apply to be a Councillor.

A litter pick has been arranged for Saturday 6 April. Meet at 10am on the Green.
