HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Monday 15 July 2019

Present: Cllr G Hotchkin – Chairman, Cllr J Frizzell – Vice Chairman, Cllr R Spencer, Cllr G Frizzell, Cllr M Ternouth, Dist Cllr S Ogden and Adrian Illingworth – Parish Clerk.

One member of the public present. The Chairman opened the Public Forum at 7.30pm

Public Forum

Mr S Turner expressed his concern regarding speeding in the village and as a result would like to volunteer for the scheme operated by Lincolnshire Road Safety Partnership. This involves residents monitoring the speed of vehicles within the 30mph curtilage and should act as a deterrent.

Cllr J Frizzell in contact with the partnership and will provide further information when this is received.

Cllrs G Frizzell, J Frizzell and Ternouth also agreed to be volunteers.

Public Forum closed and the Parish meeting was opened at 7.39pm

2.0 Apologies (19/24)

Apologises received from Cllr M Robinson, Cllr Watts and Cllr Tarry. Reason for absence noted and accepted by Council.

3.0 Declarations of Pecuniary Interest and Dispensations (19/25)

None

4.0 Signing of the minutes (19/26)

The agenda stated Clerk’s notes of the Annual Parish and Annual Parish Council meeting to be resolved. These had been resolved, and signed, at the Councils meeting on the 6 June. Council resolved to accept the minutes of the 6 June as being a true reflection of the meeting. Minutes signed by the Chairman.

5.0 Report from District Councillors (19/27)

Nothing much to report. Boundary Commission are looking into changing the boundaries and a meeting is to be held at the Offices of NKDC on Monday 22 July.

The Chairman asked if the recent election had changed the structure of the Dist Council. Cllr Ogden confirmed there had been no change as to which party was in control.

Cllr Ogden left the meeting at 7.55

6.0 Matters arising from the minutes (19/28)

6.1 Update on Lincolnshire Road Safety Partnership discussed under public forum.

6.2 An email was read out by the Clerk, which had been received from NKDC. Dog Fouling still remains a problem. Cllr J Frizzell to draft a policy for the Council to be presented and approved at the next meeting. Once approved this will be included in the village magazine.

7.0 Finance (19/29)

7.1 Council resolved to approve the following payments:

7.1.1 Clerk’s Salary – June/July 429.80

7.1.2 P J Gardening Services 550.00

7.1.3 L R Wiggins – Levelling of graves 75.00

7.1.4 Black Sluice – Replacement 2.77

7.1.5 HMRC – PAYE 161.00

7.1.6 G Frizzell – Reimbursement for Laminator and Pouches 18.00

7.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman.

7.5 Grass Cutting contract already in place.

8.0 Cemetery Report (19/30) Presented by Cllr G Frizzell

Smiths of Derby have carried out the annual service of the Church Clock. Clock is running slightly quick but unable to adjust at present.

Grass cutting of the cemetery has improved. Hedges need cutting. Cllr G Frizzell to give them a trim with a view to cutting back later in the year. To be placed on next agenda to consider putting out a tender.

There has been one application for a monument but it is too early for this to be considered.

9.0 Planning. (19/31)

Since the production of the agenda an application has been received for tree work to be carried out at 25 High Street (19/0919). Council had no comments.

10.0 Highways (19/32)

Two large potholes to be reported, one at either side of the bridge on the Helpringham to Scredington road. Council agreed to invite Cllr B Young to the next meeting to discuss Highway issues

12.0 Remembrance Parade (19/34)

Application to be submitted to close access to the Green for the duration of the Parade and service.

13.0 Christmas Lights (19/35)

Still awaiting breakdown of costs

14.0 Matters of Urgency (19/36)

The Public House has submitted a grant application for work to be carried out on the chimney and Cllr Ternouth asked if the Council would be able to support the application. Council resolved to support.

15.0 Dates of Future meetings (19/37)

August 14, September 11, October 9, November 13, December 11, January 15, February 12, March 11, April 8 and May 13.
