HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 10 October 2018

Councillors present: Cllr G Hotchkin – Chairman, Cllr W Watts, Cllr G Frizzell, Cllr R Spencer and Adrian Illingworth – Clerk.

District Councillors Tarry and Ogden also present

No members of the public present.

1.0 Welcome

The Chairman welcomed all present and opened the meeting at 7.30pm

2.0 Apologies

Apologies received from Cllr J Frizzell. Reason for absence noted and accepted by all members. No apology received from Cllr Robinson.

3.0 Declarations of Pecuniary Interest and Dispensations

None.

4.0 Signing of the minutes

The minutes were amended under item 7.1 to reflect no additional costs to families. Council resolved to accept the minutes of the 11 September as a true reflection of the meeting. The Chairman signed the minutes.

5.0 Report from District Councillors

Not much to report. Universal credit will be available online next month.

Changes to the Animal Welfare Act came in to force 1 October. Council will receive information from NKDC. This may affect some residents who look after animals.

Cllr Tarry and Ogden left the meeting at 7.33pm

6.0 Finance

No transactions since the last meeting.

6.1 The following payments were resolved to be paid:

6.1.2 Integrated Solutions – Printing 465.00

6.1.3 Clerk’s Salary 214.90

6.1.4 HMRC – PAYE 341.40

6.1.1 A discussion took place regarding the invoice received from Terra Firma. The Invoice showed an amount of £40 to dispose of grass cuttings previous to a wedding. Cllr Frizzell had documentation stated such work would be done freely. As a result, Council resolved to make a payment of £425 only.

6.2 Council resolved to accept the bank reconciliation and income and expenditure account.

6.3 Cllr Robinson to be contacted for an accurate reading.

7.0 Cemetery

Cllr G Frizzell presented his report.

The grass has been cut down as far as is possible. The skip should be delivered next week, with collection the same day.

Mr Wiggins will start to level graves shortly.

One resident has complained they could not open the double gates. Cllr G Frizzell to contact.

Two memorials still to be erected.

The grass cutting is not up to standard. No contract available for the existing contractor. Clerk to contact other Councils with reference to contracts for grass cutters.

8.0 Planning

No applications received.

8.1 The following application has been approved with no comments from the Council: S18/0973 Partial demolition and conversion to existing building – 16 Shepherds Lane.

9.0 Highways

Trees on Station Road and Swaton Road have not been cut back. Clerk to report to LCC Highways.

Potholes are gradually being repaired.

10.0 Correspondence

Letter received from NKDC stating Council is entitled to a refund on Non – business rates of £48.99. Clerk to claim.

Estimated bill for the memorial light received. Cllr Robinson to do a reading.

Letter from Pension Regulator stating any employees not auto-enrolled should be contacted. Clerk to draft letter but has no intention of taking up offer.

11.0 Matters of urgency

12.0 Next Meeting

Next meeting will take place on Wednesday 14 November in the Memorial Hall, starting at 7.30pm
