Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Wednesday 14 August 2019
Present: Cllr G Hotchkin – Chairman, Cllr R Spencer, Cllr R Watts, Cllr M Ternouth, Dist Cllr S Ogden, Dist Cllr S Tarry and Adrian Illingworth – Parish Clerk.
One member of the public present. The Chairman opened the Public Forum at 7.30pm
Public Forum
Mr P Haynes gave an update on the grass cutting in the village. He has been in contact with the Church Warden who has agreed the Church’s brown bin can be used for grass cuttings. Arrangements have been made to collect the grass at the graveyard. Mr Haynes felt a cut every two weeks would be better than three, and the Council should consider this for next year’s budget.
A few crosses in the cemetery have fallen. Could these be re-erected? The Chairman explained relatives of the deceased would have to be contacted. It was agreed Cllr G Frizzell investigates.
Mr Haynes signed the agreement between himself and the Council of which he retained a copy. A cheque for £550, for work carried out also handed out.
Mr Haynes to visit the pathway at School Lane to see what work needs to be done. This work had not been included in the tender
The Chairman thanked Mr Haynes for is work and that there had been many positive comments
Public Forum closed and the Parish meeting was opened at 7.40pm
2.0 Apologies (19/38)
Apologises received from Cllr M Robinson, Cllr G Frizzell and Cllr J Frizzell. Reason for absence noted and accepted by Council.
3.0 Declarations of Pecuniary Interest and Dispensations (19/39)
None
4.0 Signing of the minutes (19/40)
The Council resolved to accept the Clerk’s notes of the Parish Council meeting held on the 15th July to be a true reflection of the meeting. Minutes signed by the Chairman.
5.0 Report from District Councillors (19/41)
Nothing much to report. Cllr Ogden has been on annual leave. Cllr Tarry stated not many meetings were held in August.
NKDC are to roll out a trail for recycling of paper and cardboard. 1700 homes will receive another bin but Helpringham are not part of the programme.
No questions from Councillors. Cllrs Ogden and Terry left the meeting at 7.55pm

6.0 Matters arising from the minutes (19/42)
6.1 A brief had been produced by Cllr J Frizzell re Lincolnshire Road Safety Partnership. The Council resolved to draw a cheque for £40, to join the scheme, and in principle provide further funding of up to £500.
A brief discussion took place regarding positioning of the 30mph speed signs. This to be discussed further at the next meeting.
Speed guns to be used on the High Street, Highgate near the school, Station Road, George Street and North and South Fen roads.
Cllr Spencer asked how many times would the speed guns need calibrating. Cllr J Frizzell to investigate.
More people are required and Council resolved to advertise and Cllr Ternouth to place an article in the News and Views. All contact to be with the Clerk in the first instance.
6.2 A brief had been produced by Cllr J Frizzell. Council resolved for a draft policy, applying to Helpringham, to be presented at the next meeting.
Council also resolved to advertise for a Parish Environment Warden and to consider a Public Space Protection Order for the playing field.
7.0 Finance (19/43)
7.1 Council resolved to approve the following payments:
7.1.1 Clerk’s Salary – August 214.70
7.1.2 Proweb – Work to clean laptop 40.00
7.1.3 P J Haynes – Grass Cutting – July 550.00
7.1.4 Accountant Fees 45.00
7.1.5 S Line – Reimbursement of Insurance for Feast 165.00
7.2 Council resolved to accept the Financial Statement. Statement signed by the Chairman.
8.0 Cemetery Report (19/44)
Reported prepared by Cllr G Frizzell read out by the Clerk.
No new interments
One memorial to be erected for the late John L Dean. Work to be done in late October early November to give the ground time to settle.
No problems with the grass cutting and the work is being done to a good standard.
The Church Clock is still ticking and chiming.

9.1.2 S19/1048 1 High Street – Tree Work. No comments
Since the production of the agenda an application has been received for a rear extension on the first floor for the flat at 19 High Street. Councillors to look at plans and send any comments to the Clerk before the 6 September.

11.0 Boundary Commission Briefing (19/43)
Councillors have been provided with NKDC’s briefing notes from the meeting attended by Cllrs Hotchkin and J Frizzell on 22 July.
12.0 Remembrance Parade (19/44)
The cost of closing roads for the service would be £175. After discussion the Council resolved to make own arrangements. An article is to be placed in News and Views stating roads would be closed for a short time during the parade.

A request had been received from Mr and Mrs Elding to purchase Pinfold. This is not possible as it is a scheduled building. Clerk to reply to Mr and Mrs Elding
