HELPRINGHAM ANNUAL PARISH MEETING
Minutes of the Annual Parish Meeting held on Wednesday 8 May, 2018
Present: Cllr Mr G. Hotchkin – Chairman, Cllrs J Frizzell, G Frizzell, M Robinson, Cllr M Ternouth, Cllr W Watts and the Clerk – Adrian Illingworth
Cllr Mr G. Hotchkin opened the meeting at 7pm.
Two members of the public present
1. Welcome (19/31)
The Chairman welcomed all present. He reported there had been two major issues during the year. The Church Clock had finally been repaired at some considerable cost to the Parish Council. In addition, the grass contractor had withdrawn his services. As a result, emergency measures have had to be taken to employ another contractor, although at an increase in cost.
Thanks, were given to Cllr G Frizzell for keeping the Cemetery clear during the interim period.
2. Apologies. (19/32)
Apologies received from Cllrs Tarry, Ogden and Spencer. Reasons for absence noted and accepted by members present
3. Minutes of the Annual Parish Meeting 2018 (19/33)
The minutes of the meeting held 8 May 2018 were accepted as a true record. Proposed by Cllr J Frizzell and seconded by Cllr Robinson. All members in favour. Minutes signed by the Chairman.
4. Presentation of reports by village organisations (19/34)
None present
5. Personal Representation (19/35)
The following queries were raised by a resident of George Street:
- • A question was raised regarding the increase in the precept. An explanation was given by the Chairman, with further comments from Cllr J Frizzell.
- • Who is responsible for the lighting? The light outside 28 George Street is not working. Resident asked to provide lamp post number to Clerk, who will then report to Highways.
- • A letter had been sent to Planning regarding the development in George Street and road works associated. The application stated the road was to be widened but this had not happened. The resident had been informed these works had been stopped by LCC. Clerk to contact the District Cllrs to investigate further

- • Speeding on George Street is a problem. Lincolnshire Road Safety Scheme was explained and should the resident wish to take part contact should be made. The problem of speeding could also be raised with the PCSO.
- • Who is responsible for cleaning of the drains? The Chairman explained the responsibility was that of LCC Highways. Any problem to be reported directly.
The Chairman closed the meeting at 7.24pm.
