HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Monday 20 August 2018

Councillors present: Cllr G Hotchkin – Chairman, Cllr J Frizzell – Vice Chairman, Cllr M Robinson, Cllr W Watts, Cllr R Spencer, District Cllr S Ogden and Adrian Illingworth – Clerk.

No members of the public present.

1.0 Welcome

The Chairman welcomed all present.

2.0 Apologies

Apologies received from Cllr Tarry. Reason for absence noted and accepted by all members

Cllr Robinson entered the meeting at 8.10pm

3.0 Declarations of Pecuniary Interest and Dispensations

None.

4.0 Signing of the minutes

Council resolved to accept the minutes of the 19 July as a true reflection of the meeting.

5.0 Finance

No receipts since the last meeting

5.1 Payments made since the last meeting.

5.1.1 A Illingworth – Salary (June -July) 507.06

5.1.2 Memorial Hall – Room Hire 37.50

5.1.3 T J Bookkeeper – Payroll 25.00

5.1.4 Integrated Solutions – Printing 106.37

5.1.5 Terra Firma – Grass Cutting 720.00

5.1.6 NKDC – Tree Inspection 128.72

5.1.7 Mr P Rumbald – Reimbursement for expenses 35.79

Council resolved to pay the following payments:

A Illingworth – Salary 214.70

Terra Firma – Grass Cutting 360.00

A discussion took place regarding the cost of printing. It was resolved to carry this forward to the October meeting.

6.0 Report from District Councillors

Cllr Ogden had nothing to report. Cllr is to contact NKDC regarding the sign on Orchard Close which has fallen.

7.0 Cemetery Matters

7.1 Cllr G Frizzell reported the hedges have been cut back and more work has gone in to maintain the cemetery.

Three memorials are due to be erected but these have been deferred under the ground has settled.

7.2 A discussion took place regarding hiring a skip, three times a year, to clear vegetation. Council asked Cllr G Frizzell to obtain three quotes to bring to the next meeting, when a decision will be made.

7.3 The resident who reported the overhanging tree was not present at the meeting. To carry forward to the September meeting.

8.0 Planning Application

Since the production of the agenda an application has been received for an application to partially demolish an existing building and convert – 16 Shepard Lane

9.0 Highways

Cllr Watts reported a light out in Thorpe Latimer. Cllr to obtain number of the lamp post and send to the Clerk, who will report.

Potholes on the road to Burton have still not been filled. The Clerk to chase Highways asking when the work is to be completed.

Tree on the Swaton side of the bridge, on Station Road still needs attention. Clerk to report again.

Over hanging tree at 69 Station Road needs attention. Clerk to write to occupants.

10.0 Correspondence

A letter of resignation has been received from Mr P Johnson. Clerk to acknowledge and to thank Mr Johnson for all his dedication over the years he served the Council as a Cllr and Responsible Finance Officer.

A letter had been received from Scottish Power notifying the Council of an increase in payment.

11.0 Clerk’s contract of employment

The Chairman and Clerk signed two copies of the contract

12.0 Speed Watch

An email had been received from a resident regarding the new speed watch scheme. The Parish Council resolved to contact Lincolnshire Road Safety Partnership to express an interest in the scheme. Cllr Hotchkin to collect the Speed Indicator Device from Mr P Johnson.

13.0 Communication

Cllr J Frizzell asked if the council would trial a Council Facebook page. This would be a one-way portal, with one administrator. Any one wishing to comment would need to contact the Clerk. It would also act as a notice board. After discussion the Council resolved to trial until Christmas.

14.0 Matters of Urgency 

Cllr J Frizzell requested the Clerk to look at the existing Code of Conduct and amend. The Clerk also pointed out he was to review all the policies and procedures.

15.0 Next meeting

The next meeting will be Wednesday 12 September at 7.30
