HELPRINGHAM PARISH COUNCIL

Notes of the meeting of the Parish Council Meeting held in the Memorial Hall, Helpringham, Tuesday 29 May 2018

Councillors present:

Cllr G Hotchkin – Chairman Cllr J Frizzell – Vice Chairman, Cllr G Frizzell, Cllr M Robinson, Cllr R Spencer, Cllr Johnson and Adrian Illingworth – Clerk.

The Chairman welcomed all present and opened the public forum.

One member of the public present.

Mr M Ternuter gave an update on the litter pickers. He has spoken to NKDC who can supply the necessary equipment for litter pickers. Is happy to organise a litter pick and to act as co-ordinator. The Parish Councils Insurance will cover those taking part. A risk assessment and Health and Safety briefing to be given.

First pick to take place 7 July at 10.30. All to meet at the war memorial.

Cllr J Frizzell to put together a poster asking for volunteers. This to be put in the next village newsletter. Will also arrange for it to be placed on social network sites.

NKDC are to write to all Parish Councils offering a grant towards purchasing equipment or for paying a volunteer.

Before the meeting Cllr Johnson thanked Cllr J Frizzell for standing as vice-chairman. 

2.0 Apologies

Cllr Ogden gave Cllr Tarry’s apologies. Reason for absence noted and accepted by all members

3.0 Declarations of Pecuniary Interest and Dispensations

None.

4.0 Signing of the minutes

Cllr Johnson requested ref 18/24 on the Annual Parish Council minutes be amended to reflect he did not hold the office of Responsible Finance Officer. Cllr J Frizzell asked for a correction in the spelling under ref 18/02 of the Annual Parish Meeting. Both these were amended. All in favour of accepting the minutes as a true record. Proposed by Cllr J Frizzell and seconded by Cllr Robinson.

5.0 Finance

The following payments were approved by council:

5.1.1 Integrated Solutions – Printing 63.35

5.1.2 Came & Company – Insurance 670.98

5.1.3 Clerk’s Salary 214.70

5.1.4 ICO Data Protection Fee 40.00

Proposed by Cllr G Frizzell and seconded by Cllr Hotchkin.

In addition, a payment of £42 towards a new brown bin and sticker was approved. Proposed by Cllr Robinson and seconded by Cllr Hotchkin. All in favour.

6.0 Report from District Councillors

Cllr Ogden explained there was a bye election due so could not make any comment.

The Chairman asked why money was being spent on a new logo for NKDC. A discussion took place with Cllr Ogden explaining the new logo would sit better with other partnerships. He was aware of an online petition but this was not being supported.

Chairman moved to point 8 of the agenda to discuss the planning application, whilst Cllr Ogden was present.

8.0 Planning Application

A discussion took place regarding the application submitted for a caravan to be placed on Pear Tree Land. Council pointed out this was incorrect as the application pertained to land east of the farm.

A copy of a letter, sent to NKDC Planning, had been received from the residents of Pear Tree Farm stating the application was fraudulent as identify theft and the use of another person’s identity for profit is a crime.

Cllr Ogden informed the meeting he would contact planning with concerns raised. It was decided by all present to support the residents of the farm. A letter to be sent by the Parish Council to planning, asking for them to check the validity of the application and to look at its content.

Cllr Ogden left the meeting at 8.10.

7.0 Cemetery Matters

Cllr G Frizzell informed the meeting the Church clock had been repaired but within 5 hours had stopped. The matter to be raised with Smith’s of Derby. Payment for the repairs to be withheld, once again, until the clock has been repaired.

The current grass cutting contactors have not been cutting the grass to a high standard nor strimming around vases or stones. Cllr G Frizzell is willing to give up his time to maintain the cemetery but would like the council to consider purchasing a new mower. It was proposed by Cllr Hotchkin, Cllr G Frizzell obtains quotes. This was seconded by Cllr Johnson. All members in favour.

The Clerk to check the contract between the Parish Council and the contractor. This to be sent to all Cllrs for discussion at the next meeting.

The gates and railings had been cleaned by Mr Rumbold, at a cost of £38.00. Cllr G Frizzell asked council if this amount could be refunded. Proposed by Cllr Robinson and seconded by Cllr J Frizzell. All other members in favour

Cllr Robinson to cut back the trees on the right-hand side of the cemetery.

9.0 GDPR

All necessary documents and policies had been issued to all Cllrs. It was proposed by Cllr J Frizzell these be adopted. This was seconded by Cllr Johnson and approved by all other members.

Compliance Checklist received by the Clerk from Cllr Johnson and Hotchkin.

10.0 Highways

The manhole cover on the bridge has now been repaired. The one coming off Station Road and opposite the church are to be reported to LCC Highways. In addition, a further cover outside West End Farm to be reported.

11.0 Matters of Urgency

None

12.0 Date of next meeting

The next meeting will be held on Tuesday 11 July with a further date of 8 August agreed. The council to keep open the 20 June should anything of importance come through.
