Approved Minutes for Meeting held on WEDNESDAY 10th July 2024

TEN MINUTE PUBLIC FORUM
No members of the public were present.
1.0 WELCOME REMARKS BY THE CHAIRMAN
The Chairman welcomed the Councillors to the meeting.
2.0 APOLOGIES FOR ABSENCE
Apologies had been received from Cllrs Julie and George Frizzell.
3.0 SIGNING OF THE MINUTES
It was resolved to accept the Clerk’s notes of the last Parish Council Meeting held on Wednesday 19th June 2024 as true and correct minutes of the meeting.

4.0 MATTERS ARISING FROM MINUTES
There were no matters arising from the Minutes.
5.0 DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS
There were no declarations of pecuniary interest and dispensations. However Cllr Andrew Key did not take part in the discussion arising from Cllr Jackson’s report about the issues raised about children playing on School Lane due to family connections in the relevant department of NKDC.
6.0 REPORT FROM DISTRICT COUNCILLORS
Cllr Jackson submitted a report which is attached here.
Discussion was held with both Cllr Jackson and Cllr Key about parking in Sleaford and the purchase of the Carre Arms. Cllr Key also highlighted that a number of roads in and around Helpringham were on the list for surface dressing and that he continues to lobby for road improvements.
7.0 PLANNING APPLICATIONS
None received.
8.0 FINANCE
8.1 It was resolved to accept the financial report and bank reconciliation presented by the Clerk.
8.2 It was resolved to approve the following payments:

8.3 The Clerk had cancelled cheque 2105 as it had not been cashed.
8.4 The Clerk confirmed that she had submitted the CIL annual return.
8.5 It was agreed to carry over the Amendment to Bank Signatory Standing Order to the next meeting.
9.0 CEMETERY AND CONSERVATION AREA
9.1 There was nothing to report about cemetery for the last month.
9.2 There was nothing to report about the conservation area for the last month.
10.0 PARISH COUNCIL WEBSITE
10.1 No report was submitted for the Parish Council Website
11.0 HIGHWAY MATTERS
11.1 There were no speed camera reports for the month.
11.2 The following roadworks are planning in the village:
- Vicarage Lane – from the main road to the Chapel Lane junction – will be surface dressed this financial year. The remainder to the end is still on the list for consideration of more substantial patching works at a later date.
- Chapel Lane and School Lane are both down for surface dressing this financial year and Swaton Road is in for 25/26.
11.3 FixMyStreet ref 493535 – bollards on Station Road – some bollards are still missing, Clerk to report on FixMyStreet again.
11.4 The damaged railings on the Red Bridge have now been repaired.
12.0 LINCOLNSHIRE RESERVOIR
12.1 Phase Two Consultation – Helpringham 21st June 2024. – it was noted that the times and dates of some of the meetings have been changed. The next ones are on 12th July Great Hale 2-7pm, 19th July Swaton 1-6pm.
12.1 Correspondence received re reservoir – to be forwarded to Cllr Jackson.
13.0 MATTERS AFFECTING THE VILLAGE/CORRESPONDENCE
13.1 Correspondence had been received about a NALC & SLCC Support Campaign to improve the safety of lithium batteries and their disposal – it was agreed that the Council would support this.
14.0 Date and time of the next meeting 14th August 2024.
