AGENDA

1.0 WELCOME REMARKS BY THE CHAIRMAN

The Chairman welcomed the Councillors to the meeting.

2.0 APOLOGIES FOR ABSENCE

The Clerk had received apologies for absence from Cllr Mark Robinson and Cllr Will Watts. Councillors Russell Jackson and Andrew Key also sent their apologies for being unable to attend.

3.0 SIGNING OF THE MINUTES

It was resolved to accept the Clerk’s notes of the last Parish Council Meeting held on Thursday 14th December 2023 as a true and correct minutes of the meeting.

4.0 MATTERS ARISING FROM MINUTES

There were no matters arising from the previous month’s Minutes.

5.0 DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS

Cllr Robert Spencer expressed a percuniary interest in planning item 23/0925/VARCON

6.0 REPORT FROM DISTRICT COUNCILLORS

Councillor Russell Jackson had sent a report for the Council and this is attached to the Minutes here.

7.0 PLANNING APPLICATIONS

7.1 23/1260/FUL – BoreHole Farm, South Drove – Planning had been approved.

7.2 23/1463/FUL – Top Barn Yard, Thorpe Latimer – no comments were made.

7.3 23/1472/FUL – 3-4 Swaton Road, Thorpe Latimer – no objections were raised but it was commented that the plans showed no vehicular access from the road to Dwelling 2.

7.4 23/1455/HOUS - 9 Ladbroke Close – no comments were made

7.5 It was noted that a letter had been received from NKDC re Planning Application for Land to rear of Hawkesbury 29 George Street.

8.0 FINANCE

8.1 The financial report and bank reconciliation presented by the Clerk were accepted.

8.3 The Budget for 2024/25 that was presented by the Clerk was accepted.

8.4 It was unanimously agreed that the Precept submitted for 2024/25 should be for the value of £15,095.00 which is a 4.6% increase on 2023/24. For clarity this equates to the following increase for each Council Tax Band:

8.5 Grants 

Carried over to February 2024 meeting. 

8.6 Online banking – Clerk and Cllr Frizzell to meet with Cllr Geoff Hotchkin to complete the form that the bank had given to him. 

9.0 CEMETERY AND CONSERVATION AREA 

9.1 There had been no internments since the last meeting. 

Memorials I42 and I44 have been erected and this matter is now closed. 

Memorials U18 and B18 have been requested and this is ongoing. 

10.0 CHURCH CLOCK AND PARISH COUNCIL WEBSITE 

10.1 The Church clock is currently running fast and the bells are not chiming correctly as the mechanism that controls the chime has slipped again and needs attention. Cllr George Frizzell will investigate this. However it was once again noted that responsibility for the cost of any repairs to the Church clock lies with the Church and not the Parish Council. 

10.2 The following items were reported about the Parish Council Website 

o Minutes and Agendas for 2020-2023 have now been archived but can still be accessed via the Archive link on the website. 

o The reports submitted by Councillor Russell Jackson will now be added to the website via a link rather than being included with the monthly Minutes. 

o The Reservoir page is now running on the website and any correspondence received about this matter will be added. 

o Speed statistics will be added to the website. 

11.0 HIGHWAY MATTERS 

11.1 Speed camera reports – all statistics can be found on the Parish Council website here. The main concern highlighted was for vehicles entering the village via Station Road where the highest speed was 65mph. All data will continue to be sent to the Road Safety Partnership. 

11.2 It was noted that several of the bollards on Station Road had been pulled out and thrown in the hedge. It was agreed that this could only have been an act of vandalism. It has been reported on Fix My Street but the Clerk is to write to Highways to ask why no one has been out to repair them yet. The Clerk is also to email Highways about the number of large potholes on the Scredington Road between Helpringham and the Burton Pedwardine turning. 

11.3 A letter had been received from Rowan Smith, Lincolnshire County Highways, referencing the proposed work to be carried out on local roads over the next year. It was agreed that the Clerk should request a site meeting in March with him to once again look at the state of the roads in and around the village. 

12.0 LINCOLNSHIRE RESERVOIR 

Correspondence had been received from Anglian Water re their intention to lay a cable across Gorse Lane for two days, starting 16 January. This is to allow the gathering of some survey information on the site. Warning signage will be put out. 

13.0 MATTERS AFFECTING THE VILLAGE/CORRESPONDENCE 

13.1 The Village noticeboard will be taken down this week for refurbishment. 

13.2 80th DD Celebrations – the Clerk had received correspondence about variety of activities that the village could take part in. It was agreed that this information should be forwarded to the PCC, Luncheon Club, Community Café and Memorial Hall and stating that the Parish Council is happy to support any celebrations that are held including allocating grants to help with any costs incurred. 

13.3 Dog waste – it had been noted that there is an increase in the amount of dog waste being left uncleared in the village. A discussion was held as to how this problem can be addressed and this will be raised again at the next meeting. Residents are reminded that the green bins are multi-use and can be used for bagged dog waste. 

13.4 Following the receipt of correspondence, The Parish Council will work on drafting a Community Resilience Plan for major incidents including flooding. 

14.0 The next meeting will be held on Wednesday 14th February 2024 at 7.30pm in the Memorial Hall.
