TEN MINUTE PUBLIC FORUM
No members of the public were present.
1.0 WELCOME REMARKS BY THE CHAIRMAN
The Chairman welcomed the Councillors to the meeting.
2.0 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors Will Watts, Rob Spencer and Mark Robinson and County Councillor Andrew Key.
3.0 SIGNING OF THE MINUTES
It was resolved to accept the Clerk’s notes of the last Parish Council Meeting held on Wednesday 8th May 2024 as true and correct minutes of the meeting.
4.0 MATTERS ARISING FROM MINUTES
There were no matters arising from the Minutes.
5.0 DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS
There were no declarations of pecuniary interest and dispensations.
6.0 REPORT FROM DISTRICT COUNCILLORS
No report had been received.
7.0 PLANNING APPLICATIONS
7.1 24/0266/FUL – Retention of 21no groundwater monitoring boreholes – Decision, approved. This was duly noted.
8.0 FINANCE
8.1 It was resolved to accept the financial report and bank reconciliation presented by the Clerk.
8.2 The Internal Auditors report was approved and accepted.
8.3 The Annual Governance Statement was approved and signed.
8.4 The Statement of Accounts was approved and signed.
8.5 The Council approved and authorised the Chairman to sign the Certificate of Exemption.
8.6 It was noted that the insurance renewal had remained with A J Gallagher (Hiscox) as 2024/25 is the last year of the three year agreement. All Councillors approved of this.
8.7 It was noted that the cheque raised to CJP Garden Services on 8th May 2024 had had to be replaced to excluded invoice 537 which had previously been paid. With the approval of Cllrs Geoff Hotchkin, George Frizzell and Rob Spencer a new cheque was issued for £726.00

8.8 The Clerk stated that cheque 2105 made out on 11/4/24 for HMRC PAYE £57.80 had not been not cashed. It was agreed that the Clerk should cancel the cheque and a draw up a new one, this would have to include an extra £0.74 interest.
9.0 CEMETERY AND CONSERVATION AREA
9.1 Cllr G. Frizzell reported that there had been an interment of in plot I37 on 7/6/24 plus exclusive rights of burial deeds for plot I36 & I 37 had been purchased. The Clerk had raised the relevant invoice and payment had been received.
9.2 The Memorial for plots V18 and U18 had been erected and this item is now closed.
9.3 Cllr G Frizzell requested that the Council give up to £100 for the purchase of rose bushes for the corner garden area of the cemetery on Hale Road which would further enhance this area. It was unanimously agreed to this.
Cllr George Frizzell extended the Council’s thanks to Phil Bird for creating and maintaining the excellent garden area in the cemetery.
10.0 PARISH COUNCIL WEBSITE
10.1 Cllr G Frizzell reported that the Parish Council Website is up to date.
11.0 HIGHWAY MATTERS
11.1 The latest speed camera data was presented to the meeting and will be put up on the Council’s website.
11.2 Public Rights of Way Grass Cutting – cuts 1 and 2 have been completed and cut 3 will be carried out in August.
11.3 FixMyStreet ref 493535 – bollards on Station Road – update 13/5/24 Fixed. It was noted that some of the bollards are still missing. Cllr George Frizzell will let the Clerk know which bollards are missing so this can be reported on FixMyStreet.
FixMyStreet ref 496101 – potholes on North Drove – updated 5/6/24 Fixed. It was noted that both North and South Drove have had more significant work carried out on them and are now in a better condition.
11.4 Red Bridge – Highways do not yet have a date for the repairs required on the bridge.
11.5 Road Resurfacing Works – Burton Road to Little Hale to be carried out between 5th and 16th July 2024.
12.0 LINCOLNSHIRE RESERVOIR
12.1 Reservoir Liaison Committee meeting 4th June 2024 – a separate report is attached.
12.2 Phase Two Consultation – Helpringham 21st June 2024 – some of the Councillors will be attending this meeting.
13.0 MATTERS AFFECTING THE VILLAGE/CORRESPONDENCE
13.1 To discuss correspondence received
13.1.1 NKDC Council Survey – completed by Cllr Julie Frizzell.
13.1.2 LCC Rights of Way Improvement Plan survey – completed by the Clerk.
13.1.3 NKDC Leisure & Health activities – information to be passed on to the Memorial Hall, Playing Field Committee and village school.
13.1.4 NSK Parish Council Engagement Session 25th June 24 – Clerk to see if Cllr Robinson will be attending.
13.1.5 LALC Training Days – it was agreed that the Clerk should attend the following training days:
- Planning 4th September 2024
- CiLCA Introductory Session 18th September 2024
13.1.6 Letter from Parishioner regarding their concern about the possible dangers of children using the car park on the Close as a playground– it was agreed that this should be passed on to NKDC.
13.1.7 Scottish Power – meter readings – Clerk to ask Cllr Robinson to get these.
13.1.8 Dog fouling – discussion was held about the missing ‘We Are Watching You’ notices.
14.0 Date and time of the next meeting - 10th July 2024.
