The Parish Council considered at length, this application to vary the original planning consent. 

The addition of 3 dormer windows on the 2nd floor effectively creates another level of accommodation, materially increasing floor area. It also raises the question of intrusive views into neighbouring properties.

We are not building experts, but have our suspicions this house has been built higher than the approved plans. There is no application to vary this condition so request NKDC check the height.

Additionally we understand that Plot 7 does not conform with approved plans concerning drainage. There is also,no application to vary this.

Given the above the Parish Council opposes this application.

With regards to the above plan to vary the conditions of the already approved plans at 29 High Street, Helpringham, the Parish Council have concerns that the proposed variation will force vehicles using the properties involved to have to reverse out onto Highgate, which is not only a main road but also very close to a junction and a blind corner. Highgate is an exceptionally busy road with the primary school just a few metres away from the properties.
 
The Parish Council would like to see evidence of a suitable turning point in place to ensure that the above concerns would not become an issue.

Helpringham Parish Council are reluctant to support the above application for change of use from Post Office to residential for reasons of heightened concern that this will mean that the nearest post office for our parishioners will be Heckington. 

The premises have been a post office for as long as anyone can remember and in a growing village more resources are required rather than less.

The Parish Council are however sympathetic to the fact that if the business is no longer proving to be viable then, of course the business owner cannot be forced to keep a failing business open.

The front elevation of the Manor was removed with the Council's approval in 2020 due to structural and Health and Safety concerns. The current application for the rebuild of the wall along with the reinstatement of the 'over roof' structure has been subject to extensive pre-app advice between Officers, the applicant and Historic England (HE). The proposals would reintroduce a historic construction method of earth rubble core into the front wall and reuse stone salvaged during demolition. Works to the roof would also improve the structural integrity of the building and prevent future bowing of the front wall which in part resulted in need for its urgent removal. The proposals are supported by the Conservation officer and HE and would secure the future of this Grade II star listed building and which is on the Heritage At Risk register. The proposal therefore accords with policy LP25 of the CLLP and to advice at Chapter 16 of the NPPF. (21 June 21)

With regard to the above planning application for the Erection of stables and change of use of land to form associated paddock at land off George Street, Helpringham.  The Parish Council objects for the following reasons:

*There are 4 more proposed properties to be built upon this site, what effect will this have on these properties?

* The proposed siting of the stables is very close to residential properties and also properties that will be developed in the area of Shepherds Lane, causing concern over noise from the horses, smell due to the wind direction and flies common with keeping fowl and horses.

*Will the access be sufficient to allow vehicles access such as a horse box and as and when required a suitable vehicle to remove the manure?

*What is the proposal for the siting of the manure heap and then the subsequent disposal of manure?

The Parish Council wishes to stress that they are not against the project in principle but wondered if the stables and the proposed chicken run could be moved further away from residential properties.

20 May 21 - As the revised plans seem to have taken into consideration some of the concerns raised, the Parish Council  have no objection to them in their current format.

After consideration of the planning issues, it was resolved to approve the application for the following reasons:-

 

The proposed scheme for a single dwelling accords with the site specific maxima of 9 dwellings as prescribed by policy LP2 of the CLLP. Furthermore, the scheme will not exceed the remaining growth allowance of 9 dwellings as outlined in policy LP4 of the CLLP. The application site is located within the developed footprint of the settlement and the scheme will not have an adverse impact on the character and appearance of the surrounding area or the settlement itself. Furthermore, the design and detailing of the proposed development is considered to be acceptable and will be of no detriment to the character and appearance of the Conservation Area. Adequate screening and separation is provided to surrounding dwellings to ensure the development will not have a significant adverse impact upon the amenities of the surrounding properties.

All technical consultees are satisfied that the proposed development is acceptable, and where appropriate have requested the imposition of conditions.

Taking the above into consideration the proposed development site is considered to constitute an appropriate location for development as prescribed by policies LP2 and LP4 and therefore the development can be considered acceptable. In addition, the scheme accords with the aims and objectives of policies LP13, LP25 and LP26 of the CLLP and the advice contained within the National Planning Policy Framework. (30 Apr 21)
