NOTICE OF MEETING AND AGENDA FOR WEDNESDAY 19th AUGUST 2026 

Dear Councillor, 

You are hereby summoned to attend the next meeting of Helpringham Parish Council, which will be held on Wednesday 9th August 2026 commencing at 7.30pm. The meeting will be held in the Memorial Hall. 

There will be a ten minute public forum prior to the commencement of business from 6.50-7.00pm. During this time members of the public may ask questions or make short statements to the Council. The Council may choose not to answer any question; a response may instead be given in writing. Matters raised may be added to an agenda for a future meeting. Members of the public are welcome to stay for the Parish Council meeting after the public session but are not permitted to speak during the meeting.

75/27 PLANNING APPLICATIONS 

To discuss any planning applications/decisions received. 

• 26/0774/FUL – HTS Vehicle Sales Ltd, Station Road, Helpringham - Erection of extension to existing workshop. 
• 26/0476/FUL – Devonport Farm, North Drove, Helpringham Fen - Change of use from agricultural barn to dwelling. Application withdrawn. 
• 26/0914/FUL – Continued retention of 10no groundwater monitoring boreholes. 

76/27 FINANCE 

76/27.1 To review and resolve to accept documents presented by the RFO including: 

• Bank Reconcilliation
• Actual v Budget Figures
• Cashflow

76/27.2 To resolve to approve payments presented at the meeting totalling £2170.29: 

76/27.3 To note Direct Debit payments since 8/7/26: 

76/27.4 To note receipts since 8/7/26. 

76/27.5 Confirmation of bank checks by signatories. 

77/27 AGAR 

Confirmation of conclusion of external audit for AGAR year ended 31/3/26.

To receive reports from Cllr George Frizzell. 

79/27 HIGHWAY MATTERS 

To discuss Highway matters including: 

• Update on request for extension of the 30mph on Station Road to the railway bridge. 
• Overview of legal and B1394 correspondence update. 
• Road by Knott Hall Gardens – ongoing flooding issue. 
• Overgrown vegetation on railway bridges. 
• Update on FixMyStreet issues: 

80/27 MATTERS AFFECTING THE VILLAGE/CORRESPONDENCE 

To discuss correspondence received and other matters affecting the village including: 

• Helpringham Feast – to note the receipt of Risk Assessment and insurance cover. 
• 14/7/26 – Household Waste Recycling Centre update. 
• Local Government Reorganisation. 
• Community Emergency Response Teams Tabletop exercise – 29/9/26 6-8pm 
• Community Resilience Conference 7/10/26 9am-4pm, Petwood Hotel, Woodall Spa 
• LCC Councillor Community Grant Fund 2026/27 
• NK Parish and Town Council Forum 8/9/26 10.30-12noon 
• Lincolnshire Fire and Rescue Response Review Engagement – share feedback via Let’s Talk Lincolnshire until 23/8/26. 
• New Street/NKDC/National Grid 

81/27 HR MATTERS 

• To resolve to move into closed session to consider confidential matters in accordance with the Public Bodies (Admission to Meetings) Act 1960. In accordance with regulations any public and press are required to leave the meeting at this stage - To discuss staff contract revision and pay awards.
