NOTICE OF MEETING AND AGENDA FOR WEDNESDAY 21st October 2026 

Dear Councillor, 

You are hereby summoned to attend the next meeting of Helpringham Parish Council, which will be held on Wednesday 21st October 2026 commencing at 7.30pm. The meeting will be held in the Memorial Hall. 

There will be a ten minute public forum prior to the commencement of business from 7.30-7.40pm. During this time members of the public may ask questions or make short statements to the Council. The Council may choose not to answer any question; a response may instead be given in writing. Matters raised may be added to an agenda for a future meeting. Members of the public are welcome to stay for the Parish Council meeting after the public session but are not permitted to speak during the meeting.

To resolve to accept the Clerk’s notes of the last Parish Council Meeting held on 9th September 2026.

 108/27 PLANNING APPLICATIONS 

To discuss any planning applications/decisions received including: 

• 26/0639/PNND Fulforth Farm, South Drove – to note decision notice – application approved. 
• 26/1229/FUL Devonport Farm, North Drove – change of use and extension of agricultural building to form a dwelling house. 
• 26/1016/FUL 16 Shepherds Lane – erection of 1no detached bungalow – application approved.

 109/27 POLICIES FOR REVIEW 

To discuss, review and resolve to adopt the Standing Orders 

110/27 FINANCE 

110/27.1 To review and resolve to accept documents presented by the RFO including: 

• Bank Reconcilliation
• Actual v Budget figures
• Cashflow

110/27.2 To resolve to approve payments presented at the meeting totalling £1873.88: 

 110/27.3 To note Direct Debit payments since 9/9/26:

110/27.5 CIL Funding 

To note letter received from NKDC re CIL Funding to due for first half of 2026/27 £220.80.

To resolve to approve the purchase of the annual Remembrance Day wreath.

To discuss the draft budget.

To approve the clerk’s attendance of the online briefing about Digital AGAR 4/3/27 - cost £40.00 

113/27 GRASS CUTTING CONTRACT 

To resolve to accept the extension to the current contract with CJP Garden Services to 31/10/27. 

114/27 CEMETERY/IT/SPEED AWARENESS 

To receive reports from Cllr George Frizzell. 

115/27 HIGHWAY MATTERS 

To discuss Highway matters including: 

• Update on request for extension of the 30mph on Station Road to the railway bridge. 
• Overview of legal and B1394 correspondence update. 
• Road by Knott Hall Gardens – ongoing flooding issue. 
• Ladbroke Close footpath – to discuss correspondence received about overhanging trees. 
• Update on FixMyStreet issues: 

116/27 LINCOLNSHIRE RESERVOIR 

• To discuss the latest updates on the project following the Liaison Committee meeting on 14/10/26. 
• To note that the next Anglian Water Community Engagements dates have been released – 4/10/26 2pm-7pm Helpringham Memorial Hall 

117/27 MATTERS AFFECTING THE VILLAGE/CORRESPONDENCE 

To discuss correspondence received and other matters affecting the village including: 

14/9/26 – NKDC Parish and Town Council Forum – 20/10/26 

23/9/26 – Village Christmas Tree 

5/10/26 – Local bus service – email from Great Hale Clerk asking if parishioners require additional services. 

7/10/26 – Anglian Water re local pipe replacement work Nov 26-Mar27. 

13/10/26 – NKC re Consultation on new Central Lincolnshire Local Plan 22/10-3/12/26
